DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C244-22-AP-1553

1. Contracting Activity: Department of Veterans Affairs, VISN 04, VA Pittsburgh Medical Center, University Drive C, Pittsburgh PA 15240. Purchase Request Number 646-22-1-233-0129

2. Brief description of supplies required, the intended use, and estimated amount: This is new brand name only request for Philips Expression MR400 MRI Patient Monitoring Systems. These systems are designed to assist staff in monitoring patient vital signs in the dynamic magnetic resonance (MR) environment. Normal bedside Vital Signs Monitors cannot operate in an molecular pathology environment because the magnet will destroy the components and the machine. This patient monitor is designed and engineered specifically for MR so the magnet does not influence the performance. The Expression MR400 combines wireless communication, radio frequency shielding, and digital signal processing to address the challenges associated with patient monitoring in the MRI department. This machine’s greatest benefit is that it monitors cardiac patients during cardiac pacer studies. Patient demand will dictate usage for this machine. This machine will be used for MRI anesthesia cases, Vital monitoring of critical patients, and MRI pacemaker cases.

Total estimated contract value:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Philips Expression MRI Compatible patient monitors are the only name brand monitors designed specifically for use in the magnetic resonance (MR) environment. The machine includes specific technology that allows it to function given the difficulties associated with MRI patient monitoring. The Philips Expression systems allow for greater flexibility for MRI technologists. The performance of the machine is comparable to that of bedside patient monitoring but it can function while exposed to the MRI magnet. Philips makes 2 Expression MRI monitors – the MR200 and the MR400. The MR400 has a bigger 15 inch LED display widescreen/touchscreen and enhanced parameters required to conduct the types of MRI studies that are needed for our patients, including Wireless ECG, alarm flags, extreme bradycardia, extreme tachycardia, apnea, and gauss detection. The MR400 will allow us to monitor MRI anesthesia, Critical patients, and MRI pacemaker cases safely.

4. Description of market research conducted and results or statement why it was not conducted:

The Contract Specialist (CS) conducted Market Research by posting a Sources Sought and utilizing search engines on the VetBiz portal, Vendor Information Pages, National Acquisition Center, General Services Administration, Federal Procurement Data System, and SAM for Award Management websites, results below:

Sources Sought (36C244-21-Q-0525) posted from 12/4/ 21 to 12/10/21. This effort produced one (1) response from

A search of VetBiz portal found two (2) potential vendors. Both SDVOSBs

A search of National Acquisition Center found one (1) Service disabled veteran owned small business but did not include pricing for all of the items and it is in the governments best interest to get a quote from both SDVOSBs identified above.

A search of FPDS-NG identified both with previous awards and awards around the same estimated award amount.

A search of General Services Administration Advantage and eLibrary was conducted and did locate any additional results.

Market Research has determined there are two authorized distributors for the brand name equipment and Philips will not be submitting a separate quote.

Based on the above Market Research, the CS will issue a solicitation in the open market as a Service Disable Veteran Owned Small Business Set Aside. There is a class waiver to the non-manufacture rule 334510. Two responsible SDVOSBs are reasonably expected to submit offers on the set-aside that are competitive in terms of fair market prices, quality, and delivery.
