The contractor shall provide an inspection, fully furnish, and repair wash rack components to ensure equipment at bldg 233 will be serviceable and ready for preventive maintenance at Little Rock Air Force Base, Arkansas 72099.
Section C: Justification for Soliciting from a Single Source or Brand Name
There is a preventive maintenance contract (FA446020P0056) currently in place that is unable to continue work due to the equipment being inoperable at bldg 233. The solicitation for that contract yielded 2 responses. With the incumbent contractor already looking into the issue and providing a quote as well the success of their contract heavily relying on the repairs it is in the best interest of the government due to economic efficiency and mission urgency to pursue a single source purchase order to Blue-Ice LLC.
The Size Standard for NAICS 811310 is $8 Mil. BlucIce LLC is registered as a small business under this NAICS code.
Section D: Efforts to Obtain Competition
Market research was conducted and has found that this service is widely provided in the commercial market and the practices and standards required are standard in the commercial market. The service requirement will be solicited under the NAICS 811310. A dynamic small business search yielded 14 contractors under the NAICS 811310 in the state of Arkansas that can perform this service.
Contract FA446020P0056 for preventive maintenance of this equipment received two quotes in response to its original solicitation.
