The 502/CES request a Brand Name item for Leica Geosystems products. The award will be made for the acquisition of two BLK2GO System Packages. The second award will be made for an RTC360 scanner package and one BLK2GO System package. The scanners will allow 502 CES to map facilities and generate floor plans.
JBSA is the largest and most complex Joint Base in the Department of Defense with over 2,000 facilities to include multi-level facilities requiring recurring space analysis. Currently, these measurements are manually recorded on hard copy sketches for creating or updating Computer Aided Drafting (CAD) and Geographic Information Systems (GIS) Drawings of Record. Procuring the Brand Name scanners will allow 502 CES to reduce the amount of man hours and errors for data recording. Facility data recording includes the square footage and the type of space which directly contributes to how JBSA earns Facility Sustainment Restoration Maintenance Funding (FSRM). By conducting manual space analysis, erroneous data and inaccuracies can cost JBSA millions of dollars in lost FSRM funding annually.
To increase accuracy and efficiency, the Leica BLK2GO handheld Imaging Laser Scanner is a mobile device designed for indoor and outdoor use and can transfer data wirelessly. The Leica RTC360 3D Laser Scanning System software and equipment offers intuitive 3D reality capture capability designed for maximum productivity for documentation and capture of Air Force interior and exterior infrastructure environments.
This Leica software is compatible with the Geographic Information System team. Once transfered to the GIS, the datea was converted to usable drawing of records. Air Force Civil Engineer Center (AFCEC) currently uses the Leica Geosystems scanners. The requested brand name scanner is needed to bridge the gap between the two organizations to enable downloading respective scans to the computer system. Afterwards, images are blended together. AFCEC's GIS team performs scans using the Leica products and software for the same purpose. The 502 CEG takes the scanned information and manipulates it to where they can use it. Therefore, each scan, regardless of where it is taken, is compatible using the Leica software. This is the only type of software and equipment that increases productivity for creating and editing engineering designs, construction plans, installation real property assets capitalization, and facility record drawings. This type of data supports emergency response actions, utility infrastructure, and space utilization management. The 502 CEG has received over 40 hours of field work training and received six hours of classroom training from a Leica representative and AFCEC.
Per confirmation from the Chief of the Engineering Flight and the JBSA Real Property Accountable Officer, the Leica BLK2GO System Package and RTC 360 Scanner Package will provide exceptionally accurate and rapid measurements, automated data acquisition, and a generic platform for transferring the data to CAD and GIS.

On 23 June 2022, 502 CONS contacted Leica Geosystems (large business) and was provided a vendor, Geomatic Resources (small business) that sells Leica products. A Sources Sought for Brand Name or Equal was posted via SAM.gov on 21 - 27 Jun 2022. A total of five small business companies responded. Two vendors, AEG Group and Provisions and Bundles can provide the Leica Geosystems RTC 360 Scanner Package and BLK2GO system package.
Three other vendors responded with their company capability statements. Additional follow-up was conducted 20 Jul 22 on the three vendors that initially responded. Two of the vendors were non-responsive and the third said they needed additional information. The vendor was provided the salient characteristics and then didn't provide a response. Based on market research, there are multiple small businesses that can provide the Brand Name item.
There may be an avenue in which the Air Force can take to overcome barriers for future competition as technology advancements continue to improve accuracy and efficiency collecting facility space data. As it currently stands, the agency should continue to explore additional vendors who work in conjunction with Leica Geosystems to maximize competition among vendors.
I have determined, in accordance with FAR13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
