About this file

This is a Single Source Justification (Simplified Acquisition) for a $31,667.78 contract to Advantor Systems for security equipment at McConnell AFB. The contract covers equipment for both the Alternate Command Post and XP Plans Vault, including existing/GFE Infraguard II LAN Panels, magnetic locks, card readers with PIN, emergency exit buttons, egress buttons, access buttons, fixed cameras, and 24" monitors.

The justification explains that Advantor is one of only four USAF-authorized alarm systems for weapon/ammunition Protection Level assets (PL-1 through PL-4). All McConnell AFB's existing alarm systems are proprietary to the Advantor network, making it impractical to change vendors due to compatibility requirements and costs. The contracting officer, 1st Lt Adam A. Factor, determined on November 14, 2024 that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).

Section C: Justification for Soliciting from a Single Source or Brand Name

It would not be feasible to change alarm systems. All of the installations alarms are proprietary to the Advantor Alarm Systems network. An alarm system cannot be mixed and matched. Every room or building that is alarmed on the installation is hooked into the Advantor System. To change the system would be a disadvantage to the government and the cost would far exceed the benefit.

Section D: Efforts to Obtain Competition

There are many alarm systems available in the commercial market. However, the USAF has strict requirements and standards for alarm systems which significantly hinder the ability to seek out commercial vendors for alarms. IAW the Non-Nuclear Configuration Management Database Equipment Approval List dated 29 April 2024, Advantor is an authorized and approved brand to be utilized on installations with PL-1 through PL-4 level assets. McConnell currently and solely uses Advantor to monitor security of all alarms and critical access locations on the installation. Deviating from Advantor would be a great disadvantage to the Government as the cost to implement would far exceed the benefit.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

There are only four alarm systems authorized by the USAF to use to protect weapon/ammunition Protection Level assets. All systems, parts and computer systems are proprietary. You cannot interchange system parts or plug one alarm panel into another alarm panel/head end system. The cost of the systems make it unfeasible to change as you have have to change all alarm points, head end system and infrastructure.
