About this file
This is a Single Source Justification for Simplified Acquisition submitted by the 82nd Contracting Squadron (82 CONS/PKAB) of the United States Air Force. The contracting activity seeks to procure StressVest Training Equipment from Setcan Corporation under Purchase Request F3V3SF6154AW01, with an estimated contract cost of $0.00. The justification asserts that StressVest Training Equipment is proprietary to Setcan Corporation and that no alternative equipment will suffice because the required items must be compatible with existing StressVest equipment currently in use by the 82nd Security Forces Squadron (82 SFS).
The contracting officer determined that a single source acquisition is justified under FAR 13.106-1(b)(1) based on market research findings that no other company can provide these products. Setcan Corporation provided a proprietary letter confirming it is the only authorized distributor of this training equipment. To preclude future single-source awards, a presolicitation notice and intent to sole source will be posted to SAM.gov. The justification was signed by Kevin Bowers, Contracting Officer, USAF, on 14 July 2026. The approving official signature section remains blank in the document.
