About this file
This Single Source Justification document details a sole source procurement for a Stress Vest training system by the 439th Security Forces Squadron at Westover Air Reserve Base. The system is designed to simulate acute stress for trainees through physical vibrations and electrical shock feedback, specifically compatible with the M18 weapon system. SETCAN CORPORATION is the exclusive manufacturer of the Stress Vest, holding multiple U.S. and Canadian patents, and is the only vendor identified as capable of meeting the squadron's precise training requirements.
Market research was conducted through internet searches and Federal Procurement Data System queries, which confirmed SETCAN as the sole provider of a training system meeting the specific criteria. The document indicates the government's intent to award a contract to SETCAN on a sole source basis, with the 439th Security Forces Squadron committed to continually reviewing the market for potential alternative vendors. The contracting officer, Robert E. Stacy, has determined that a single source is reasonably available, with the procurement anticipated to be awarded by June 24, 2025.

The 439th Security Forces Squadron (SFS) has a requirement for a system that allows trainees and role players to feel simulated stress, through physical vibrations and electrical shock feedback without physical projectiles, to train under simulated acute stress. The system must be compatible with the M18 weapon system utilized by SFS. The system will allow the trainees and instructors accurate, real time training that extends into the real world and will be used at Westover ARB. In accordance with DAFI 36-2654 paragraph 7.5.3, use of operational equipment, such as body armor, is recommended to ensure realistic training which is needed to ensure realistic training to equip defenders with the knowledge they need in real life situation that they might encounter.
