About this file
This single source justification document outlines a contract awarded by the Department of the Air Force Air Combat Command to seal hazardous materials on a damaged aircraft with spray foam urethane insulation. The contracting activity identified a need to reopen the airfield quickly after a B-1 mishap and determined that only L&L Insulation, Inc. could meet the requirement, as they were the only small business to respond timely with a quote. The justification cites urgency to resume flight operations as the reason for a sole-source award under FAR 13.106-1(b)(1). The contract awarded was number FA469024P0008 for an unknown amount to an unknown vendor on January 24, 2024. The requirement is considered non-recurring due to the unique circumstances of the aircraft mishap.
