About this file
This is a Single Source Justification for a simplified acquisition by the 31st Contracting Squadron (31 CONS/PKBY) for the 31st Security Forces Squadron. The project, titled "Space Saver manual swap," involves converting an existing electronic, automated rolling storage system to a manually actuated system at an estimated cost of $46,079.96. The conversion requires removal of electronic actuation components and installation of compatible manual actuation hardware on the in-place storage structure currently installed at a European military facility.
The contracting officer, Gualtiero Casadio, determined that only a single source—APEX Projects, the sole authorized distributor and servicer for Space Saver rolling storage systems in Europe—is reasonably available for this work. The justification is based on several critical factors: the existing Space Saver system installed in 2022 remains under a 10-year manufacturer's warranty through 2032, and any work performed by non-authorized sources would void this warranty coverage, exposing the Government to significant financial liability. APEX Projects maintains the required parts inventory and demonstrated capability to perform the manual conversion. Market research confirmed that competing systems have incompatible dimensions, track positions, shelf mounting points, and frame configurations, making full system replacement necessary if any other vendor were used—an economically inefficient alternative. The contracting officer's determination was signed on 23 June 2026. Future single source awards are expected to diminish after the warranty expires in 2032, when the requiring activity will conduct updated market research and pursue full and open competition for any replacement system.

Single Source Justification (Simplified Acquisition)

Section A: General Contract Information
Yes NoIs this a Bridge Action as defined in the AF Bridge Action Reduction Plan?
Contracting Activity: 31 CONS/PKBY
Project/Program Name: Space Saver manual swap
Purchase Request/Identification Number: F1F3H36135A001
Estimated Contract Cost (including Options): $46,079.96
Section B: Description of the Supplies/Services Required
The 31st Security Forces Squadron (31 SFS) requires the conversion of its existing electronic, automated rolling storage system to a manually actuated system. The required effort includes the removal of the existing electronic actuation components and the installation of compatible manual actuation hardware on the in-place storage structure.
Section C: Justification for Soliciting from a Single Source or Brand Name
APEX Projects is the sole authorized distributor and servicer for the Space Saver brand rolling storage system in Europe. The existing Space Saver system was installed in 2022 and remains under a 10-year manufacturer's warranty covering the system structure/lining through 2032. APEX Projects most recently serviced this system in summer 2025 to replace faulty wiring and motherboards, and maintains all required additional parts in stock as well as the demonstrated capability to convert the system to a manual configuration.
Because the system remains under the original manufacturer's warranty, any work performed by a source other than the authorized Space Saver distributor would void the remaining warranty coverage. Awarding this effort to APEX Projects preserves the substantial value of the existing warranty and ensures the Government does not assume avoidable financial liability for repairs or component failures that are otherwise covered at no cost through 2032. Soliciting from any other source would expose the Government to direct financial loss.
Section D: Efforts to Obtain Competition
Market research identified other vendors offering large-capacity rolling storage systems; however, the dimensions, track positions, shelf mounting points, and frame configurations of these competing systems are incompatible with the existing installation. Utilizing any non-Space Saver vendor would require tearing down, removing, and replacing the entire existing rolling storage system at significant additional cost to the Government. This would also abandon the in-place asset and forfeit the remaining warranty coverage, neither of which represents a prudent use of Government funds. As only the manual-conversion components are required—not a full system replacement—no other source can satisfy the requirement on a comparable cost or schedule basis.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Future single source awards for this system are expected to diminish once the existing manufacturer's warranty expires in 2032.
At that time, and as the current system approaches the end of its service life, the requiring activity will conduct updated market research and evaluate full and open competition for any replacement storage system. Documentation of warranty terms and system specifications will be maintained to support future competitive acquisition planning.
