About this file
This document is a Single Source Justification (SSJ) for the Department of Veterans Affairs, specifically for the VA Boston Health Care System's West Roxbury campus. The justification is for a sole source award to Comcast Cable Communications LLC for cable television services, with an estimated total contract value covering a base year and four option years from 1/29/2026 to 1/28/2031.
The justification highlights that Comcast is the only viable provider for this acquisition, as they are the sole cable and internet service provider in the area with a proprietary cable system already installed in each campus building. Changing providers would require costly and disruptive cable replacements that could negatively impact patient care. Market research using SBA DSBS and NAICS 541620 confirmed Comcast as the exclusive provider. The Contracting Officer, Phillip Crockett, has certified the single source award in accordance with FAR 13.106-1, recommending Comcast as the sole source vendor due to the unique infrastructure and potential service disruption risks.

Single Source Justification for SAP up to SAT
Revision: 02 Page 2 of 2 Effective Date: 12/30/2025 Acquisition ID# recommends a sole source award to Comcast Cable Communications LLC.
Comcast Cable Communications is the sole provider in this area and sourcing through any other cable and internet provider would require them to install their own utility cables from the main street to the campus, and they would also have to install interior wiring and cabling to support the cable television boxes which would greatly increase costs and delays in providing the service. This would greatly impact patient care at the facility.
5. Contracting Officer's Certification: Purchase is approved in accordance with
FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
