Section B: Description of the Supplies/Services Required
Procure, upgrade and encrypt the existing PAACS system for the Barrier Arresting Kit (BAK) control system with all necessary tools, equipment, and material. This system ensures the BAK is fully operational for emergency fighter aircraft landings or aborted take-offs and complies with DAFGM2023-32-01 encryption requirements.
Section C: Justification for Soliciting from a Single Source or Brand Name
Due to the BAK system being a critical safety item (CSI), configuration control must be maintained. Only one manufacturer is qualified as the sole source radio control guidance system, meets the encryption requirements set forth in DAFGM2023-32-01, and has been certified for use by the Aircraft Arresting System (AAS) program office.
Section D: Efforts to Obtain Competition
As a result of the BAK system being a CSI, and maintaining system configuration control, no additional market research was conducted to identify other company(s), nor was a sources sought synopsis issued by contracting to try to find another source at this time.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
A market survey can be conducted to determine if potential future sources fit into the Operational Safety, Suitability, and Effectiveness (OSS&E) of the CSI.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
