About this file
This is a Single Source Justification form for a simplified acquisition procedure (SAP) under the Simplified Acquisition Threshold (SAT) of $250,000. The document justifies the VA Caribbean Healthcare System's sole source procurement of annual Accreditation Council for Graduate Medical Education Program fees to maintain eight Medical Residency Program accreditations in San Juan, Puerto Rico.
The justification, submitted under Acquisition Plan ID 36C248-25-AP-0672, requests approval for a $52,890.00 procurement from the Accreditation Council for Graduate Medical Education. The document establishes that this organization is the only institution authorized to provide the required accreditations, which are mandatory for the Residents' Matching Program and compliance with federal regulations. Market research conducted through SCMC, NAC, VetCERT, and elibrary confirmed no other vendors could satisfy this requirement. The contracting activity is the Department of Veterans Affairs, VISN 8, Regional Procurement Office-East, NCO-8, for the VA Caribbean Healthcare System in San Juan, Puerto Rico.
