Section D: Efforts to Obtain Competition
Market research returned no other sources who can meet this requirement.
The General Service Administration (GSA) Advantage was searched, but no contractors were identified who can meet the requirement.
Google searches utilizing key words: Flexures, Universal Flexures, 25K Universal Flexures and PN: FMS-UF-MM4-25K, were conducted, resulting in one contractor who can provide for the requirement, which is the OEM, Force Measurement Systems.
Hill Air Force Base (HAFB) Subject Matter Expert (SME) for the universal flexures was contacted for guidance in locating alternate sources of supply. The SME has extensive prior experience working for the Air Force Research Laboratory (AFRL) conducting static rocket motor fires and advised that the AFRL has many static firing stands which trace back to the 1960's all of which utilize Force Measurement System or Ormond for their universal flexures. The SME further advised that Ormond was bought out by Force Measurement System, and there are no other known sources of supply for the required universal flexures. The SME has associated with many other entities that are in the rocket motor static firing business, all of which utilized FMS/Ormond for their universal flexures. These entities include: Space X, Blue Origin, Orbital ATK, Northrop Grumman, URSA, ASTRA, Avio, AFRL, AEDC, NASA Stennis and Kari.
Market research revealed Ormond was acquired by Force Measurement Systems in 2006. A press release titled Atec, Inc. and Force Measurement systems Sign Teaming Agreement, dated 03 August 2006, on Aviationpros.com states, " FMS recently acquired the assets of Ormond, Inc., giving them 30 plus years of customer goodwill and technical data."
PN: FMS-UF-MM4-25K 25K Universal Flexure, 4 Degree Universal Flexure with right hand 1.00"-14 male threads on both ends Manufacturer by Force Measurement Systems is the only known flexure capable of accomplishing the required dynamic loading condition of the solid rocket motor static fires.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
It is anticipated that future purchases will still require a sole source justification; however, the Government will continue to look at other viable product options. The Air Force will continue to search the commercial market on the latest new and emerging products that could satisfy the Government's requirements on future purchases.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
