About this file

This is a Single Source Justification document for a federal procurement under simplified acquisition procedures for an amount exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.

The Department of Veterans Affairs, Network Contracting Office 15, is procuring a Carestream 9600 cone beam computed tomography (CBCT) imaging unit, wall-mounted dental radiographic units, and sensor kits for the new Rolla Community-Based Outpatient Clinic (CBOC) at Harry S. Truman Medical Center in Rolla, Missouri. The contracting officer justifies single-source procurement based on brand-name requirements under FAR 11.105. The primary rationale is that the main hospital currently operates two Carestream 9600 systems with shared server and licensing infrastructure sufficient to support the new Rolla CBOC unit, eliminating the need for duplicate servers, licensing agreements, and maintenance contracts. The Carestream PACS interface is listed on the Federal EHRM baseline interface as compliant with current and future electronic health records requirements, including the pending transition to Cerner/Oral. Alternative manufacturers would require additional server installation, networking, and licensing costs, plus redundant service contracts and training. Extensive market research across multiple sources—including Small Business search, HTME, NAC, GSA, SCMC, and ADDS UP databases—yielded no domestically manufactured alternatives meeting requirements. A sources sought posting from June 30 to July 10, 2026, generated multiple responses from SDVOSB and small business vendors offering equipment manufactured in France, Finland, and South Korea, but no domestically produced options. The justification was approved by Contracting Officer Tracie Raggs on August 25, 2026, under FAR 12.102(a).

Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for MPT up to SAT

Revision: 02 Effective Date: 12/30/2025 Page 1 of 3 Acquisition ID# 36C255-26-AP-2669

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 12.102(a) For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID:_36C255-26-AP-2669___

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office

(NCO) 15 located at 3450 S. 4th St, Leavenworth, KS 66048 in support of VISN 15, Harry S. Truman Medical Center Multi-Specialty Rolla CBOC at 13063 Old Wire Rd, Rolla, MO 65401.

2237: 589-26-3-7311-0233

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This requirement is for the procurement of a Carestream 9600 cone beam computed tomography (CBCT) imaging unit, wall mounted dental radiographic units, and sensor kits for the outfitting of the new Rolla CBOC facility.

The estimated total cost is

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This is a brand name justification in support of FAR 11.105 Items Peculiar to One Manufacturer. The main hospital currently has two of the Carestream 9600 which includes the server and enough licensing to cover the purchase of a new CBCT at the Rolla CBOC resulting in not having to purchase additional servers and licensing.

This save space in the Network closet, reduces HTM network footprint, reduces the number of service contracts, and saves travel time due to maintenance and repair.

This would make coverage between the two locations for reading and interpreting dental scans seamless and accessible to staff preventing any delay in access or continued care. The requested items utilize Carestream PACS interface which is on the approved Federal ERHM baseline interface list as deployed and available. The Carestream interface has been validated as compliant with current and future electronic health records requirements and is recommended for use over other non-approved interfaces. Models that do not have EHRM compliance pose a risk of inoperability when VISN 15 transitions over to Cerner/Oral and risks the loss and need to replace the 3D CBCT until an approved product is purchased, and installed, which will prevent access and delay care.

If another make and model is purchased the following line-item costs will be incurred, a server, server installation, networking, and licensing; increasing, additional coordination, integration, training time and the cost of the overall contract.

An individual service contract will need to be purchased at the expiration of the initial warranty. This will cause a redundancy of duplicate workflows due to different equipment and contracts at a higher cost to the government, as the current server and licensing are not exhausted. Duplicate maintenance and repair contracts for similar equipment will need to be established, purchased and maintained in leu of one contract for all 3D CBCTs within the Harry S. Truman Footprint. Purchase of the requested item creates consolidation, training, coordination, and administrative oversight, and complies with the VHA’s initiative to standardize equipment within the VHA to save time and funds, while maintaining a high standard of care.

4. Description of market research conducted and results or statement why it was not conducted:

Conferred with Healthcare Technology management specialist regarding current in-house system, and requirements for interoperability, and operational needs. On hand and available licensing of Carestream PACS to 3D CBCT accessible computers will be able to utilize the on-hand licenses to fulfill the operational requirements of Rolla, CBOC and their staff. Resulting in saving the government money in purchasing a different licensing agreement to an interface not currently utilized within this healthcare network.

Small Business Search: using the search term cs 9600 returned 0 results. The search term dental panoramic x-ray returned 221 SDVOSB/VOSB results. Most of the results do not provide the type of equipment needed. However, the Small Business that do appear to provide the equipment needed are distributors for large businesses. This search did not identify domestic manufacturers capable of providing these items.

HTME- used the search term cs 9600 which returned 0 results. A search was done using the term CBCT which returned results for Elekta and Varian Medical Systems but neither were dental specific x-ray systems.

NAC- search term cs 9600 returned 0 results. The search term cbct returned 13 results which were all for accessories. Another search was done using the search term panoramic x-ray which returned 18 results. Most were again accessories but there were a few which were for actual equipment from the brand Trium. This equipment is not domestically manufactured as it is manufactured in Italy.

GSA- the search term cs 9600 returned 0 relevant results. A search using the term panoramic x ray returned multiple results however, most of the results were for accessories but there appeared to be one from the large company manufacturer Acteon De Gotzen which is manufactured in Italy.

SCMC- the search term cs 9600 showed no results for this equipment but it did show that Carestream has a NAC FSS contract (V797D-70172) for the previous model (CS 9300) which per the manufacturer is no longer being manufactured. a

Revision: 02 Effective Date: 12/30/2025 Page 3 of 3 Acquisition ID# 36C255-26-AP-2669 search using the term panoramic dental x-ray returned 20 results but most were for accessories except for one which was not a domestically manufactured item.

ADDS UP- the search term cs 9600 returned 16 contracts that had been awarded. Of the 16 results 12 were awarded to SDVOSB vendors and all but 2 results showed the actions were competed. A search using the term dental panoramic imaging returned approximately 82 contracts that have been awarded for dental x-ray equipment and/or services. They could not be verified to have been awards for the type of equipment required as the descriptions listed some as services and others for equipment that could not be verified. Of the equipment that could be identified, upon verification many listed the wrong country of manufacture. It could not be determined that there were domestically manufactured items using this source.

Sources sought posted to contract opportunities from 6/30/26 – 7/10/26. This posting resulted in multiple expressions of interest. There were four SDVOSB vendors that responded. There were 3 brands offered but none were domestically manufactured. There were also responses from three SB vendors but again non were domestically manufactured equipment. The equipment that were presented were manufactured in France, Finland, and South Korea respectively.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
