About this file

This is a Single Source Justification document for a simplified acquisition procedure under FAR 13.106-1, submitted by the Department of Veterans Affairs, VISN 15, Leavenworth, Kansas.

The St. Louis Medical Center John Cochran Division seeks to procure 25 one-year memberships to the National Association for Healthcare Quality (NAHQ) organizational membership program and associated training resources. The memberships provide access to NAHQ's online learning platform, educational content, and certification preparation resources for designated VA St. Louis Health Care System staff. The specific pricing per membership and total estimated amount are redacted in the document.

The contracting officer justifies the single source award by establishing that NAHQ is the sole nationally recognized organization providing standardized education, competency frameworks, and certification for healthcare quality professionals. The proprietary NAHQ membership and training resources cannot be obtained from alternative sources, particularly regarding access to preparation materials for the Certified Professional in Healthcare Quality (CPHQ) exam, which is the only accredited healthcare quality certification in the United States. The justification emphasizes that NAHQ's exclusive features—including continuing education credits (CPHQ CE, CNE, ACHE), discounted certification preparation, and access to their proprietary learning management system—are essential to meet the VA's workforce development objectives and compliance with national quality standards. Market research was conducted and confirmed no other vendors offer equivalent comprehensive, evidence-based curriculum or certification pathways. Contracting Officer Denise Maynard certified the justification as accurate and confirmed price reasonableness through comparison to an Independent Government Cost Estimate based on historical pricing and current price lists.
