About this file
This is a Justification and Approval (J&A) document for a sole-source contract award under the Service-Disabled Veteran-Owned Small Business (SDVOSB) program authorized by Veterans First procurement authority. The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 16, intends to award a new Firm-Fixed-Price (FFP) contract to a certified SDVOSB for emergency medical gas repairs and system upgrades at the G.V. "Sonny" Montgomery VA Medical Center in Jackson, Mississippi. The work includes installation of a new Tech-West VPD15T2 dental vacuum system, conversion of electrical power from three-phase to single-phase, CO2 alarm troubleshooting and installation of an additional master alarm panel, zone valve relocations across K-1 bays and designated rooms, medical air/vacuum system repairs with installation of new pumps, nitrogen/nitrous oxide room repairs including venting and storage rack installation, oxygen transducer replacement, and outlet repairs involving hoses and latch valves. All work must be performed by ASSE 6040-certified technicians and includes third-party verification for compliance with NFPA 99 and VA safety standards. The contractor must provide a digital completion report within seven days and a one-year warranty on all services and equipment. The estimated contract value is undisclosed, with an anticipated performance period from February 23, 2026, through May 22, 2026.
The J&A justifies the sole-source award based on urgent operational need—the failing dental vacuum system poses immediate risk of complete shutdown of dental operations and potential patient evacuation, with no facility backup vacuum capacity. Market research identified 2,663 SDVOSBs nationwide but only one verified SDVOSB (MGI, Inc.) demonstrated the required technical capability, ASSE 6040-certified personnel, and immediate availability to meet the urgent timeline and specialized licensing requirements. The Contracting Officer will establish fair and reasonable pricing through comparison with an Independent Government Cost Estimate based on historical VA data and current commercial market rates. The document confirms the contractor meets all responsibility criteria per FAR 9.104-1, including adequate financial resources, technical capability, and satisfactory performance record verified through CPARS review and a Contractor Responsibility Assessment with no adverse findings. This sole-source procurement is authorized under 38 U.S.C. § 8127(c) and VAAR 819.7008, does not require a finding that only one SDVOSB can meet the requirement, but does require written justification and public posting on the Governmentwide Point of Entry within 14 days after award.
