About this file

This document is a Single Source Justification (SSJ) for the Department of Veterans Affairs, specifically for the Jamaica Plain VA Medical Center. The document justifies a sole source procurement of Comcast Cable Television services for a five-year period from 1/29/2026 to 1/28/2031, including a base year and four option years. The VA Boston Health Care system requires Comcast Cable Communications, LLC as the exclusive provider due to their existing proprietary cable infrastructure in the facility's buildings. Market research using keyword searches confirmed Comcast as the only viable provider, and changing providers would necessitate extensive and disruptive cable replacement, potentially impacting patient care. The contracting officer, Phillip Crockett, certified the justification in accordance with Federal Acquisition Regulation (FAR) 13.106-1, recommending a sole source award to Comcast Cable Communications, LLC.

Single Source Justification for SAP up to SAT

Revision: 02 Page 2 of 2 Effective Date: 12/30/2025 Acquisition ID# recommends a sole source award to Comcast Cable Communications LLC.

Comcast Cable Communications is the sole provider in this area and sourcing through any other cable and internet provider would require them to install their own utility cables from the main street to the campus, and they would also have to install interior wiring and cabling to support the cable television boxes which would greatly increase costs and delays in providing the service. This would greatly impact patient care at the facility.

5. Contracting Officer's Certification: Purchase is approved in accordance with

FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
