About this file

This Single Source Justification (Simplified Acquisition) document details a procurement for a Trunnion Rotary Table for an existing Haas Computer Numerical Control (CNC) Machine at Arnold AFB in Tennessee. The contract is with Phillips Corporation and involves multiple line items including a Trunnion Rotary Table, 350mm Platter, 5th Axis Drive, DWO/TCPC w/c MRZP 5th Tool, Hard Steel Vise Jaws, Vise and Riser Kit, and a Top Reversible 3-Jaw Chuck. The estimated contract cost is redacted, and the government intends to award a new, single, firm-fixed price purchase order.

Extensive market research was conducted, including searches on GSA Advantage, a Sources Sought Notice on SAM.gov, and direct vendor contacts. Two potential vendors, Isel USA and Phillips Corporation, were approached, with Isel USA declining interest and Phillips Corporation confirming capability by providing a budgetary estimate. No other responses were received to market research efforts. The contracting officer determined that Phillips Corporation is currently the only commercially available source capable of meeting the government's requirement, justifying a single source procurement under FAR 13.106-1(b)(1)(i). The government plans to conduct further market research for future acquisitions to potentially identify additional sources.

Based on the market research efforts discussed in Section D below, Phillips Corporation is currently the only interested/capable vendor in the market to meet the Government's requirement. Therefore, use of the authority at FAR 13.106-1(b)(1)(i), which states “Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available,” is appropriate to meet this requirement.

Section D: Efforts to Obtain Competition

On 20 August 25, a search was conducted on GSA Advantage to determine if the requested products and/ or product numbers were available to meet the subject requirements. A determination that the products were potentially procurable via GSA was made based on the product description provided by the Project Manager.

A Request for Information (RFI77239) was issued on 20 August 2025 with a closing date of 26 August 2025 using the eBuy tool. The RFI was issued under the category MAS: 811310MR and complementary special item number (SIN) OLM. Two responses were received, both of which stated that the vendor does not sell the products required via GSA Advantage. In accordance with FAR 8.004, PZIA considered satisfying the requirement from or through the non-mandatory sources list in FAR 8.004(a)(1) before considering commercial sources in the open market.

A Sources Sought Notice (FA910125Laser_ RotaryTable) was issued on the SAM.gov website on 20 August 25 with a closing date of 26 August 25. The notice was issued to determine if there is a small or large business with the capability to meet the subject requirement for a Trunnion Rotary Table for an existing Haas Computer Numerical Control (CNC) Machine. Interested vendors were required to provide a budgetary estimate along with projected delivery time frame. PZIA did not receive any responses to this notice.

Isel USA and Phillips Corporation were contacted on 26 August 25 to confirm the interest and capability in meeting the subject requirement, as the PM identified the vendors are known sources potentially capable of meeting the requirement. On 28 August 2025, Isel USA denied interest and/or capability. On 3 September 2025, Phillips confirmed their interest and capability in meeting the requirement by supplying a budgetary estimate that included specifications.

A search of the System for Award Management (SAM) website was conducted on 3 September 2025 confirming Phillips Corporation has an active profile and there are no active exclusions in the Responsibility/ Qualification section of SAM.

A synopsis of proposed contract action in the form of a Notice of Intent (Notice ID: FA910125RotaryTable) was issued on the SAM.gov website (IAW FAR Subpart 5.2) on 8 September 2025 to provide notification that PZIA intends to solicit and negotiate with a single source, Phillips Corporation. Responses to the notice were due to PZIA on 12 September 2025 in which PZIA received no responses.

IAW FAR 10.001(a)(2)(iii), market research was conduct appropriate to the circumstances before soliciting offers for acquisitions with an estimated value less than the simplified acquisition threshold when adequate information is not available and the circumstances justify its cost and to the maximum extent practicable.
