About this file

This document is a Single Source Justification (Simplified Acquisition) for a sole source contract award to Vinyl Technology, LLC for the Advanced Technology Anti Gravity Suit (ATAGS) CSU-22/P system.

The justification states that Vinyl Technology, LLC is the only USAF engineering source approved manufacturer for the ATAGS system, as determined by an AMC/AMSC Screen Analysis Worksheet. No other sources are qualified to produce the ATAGS system, and the Government currently owns the modified ATAGS technical data package. The contract is expected to award in FY24 for a new CSU-22/P contract with enhancements. After this DMSMS effort, the Government will own the technical data package and future acquisitions will be competed to minimize risk and cost.

Technologies LLC. for the CSU-22/P. The CSU-23/P system will be updated with the enhancements at a future time. A new CSU-22/P contract with the enhancements is expected to award in FY24.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Government has detailed drawings, models, associated lists, specifications, standards, quality assurance provisions, performance specifications standards, or software documentations for the modified ATAGS items listed in Section B of this document. 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements. Vinyl Technology LLC. is the only USAF engineering source approved manufacturer IAW AFMC Form 761, 20060602, V1. AMC/AMSC Screen Analysis Worksheet (SAW) for the legacy ATAGS. The SAW states, "The critical application of ATAGS requires pre-qualifications of any perspective supplier by the cognizant government engineering activity.

Solicitation must be approved sources only. Action taken/being taken to improve competitive status pre-qualifications will be necessary for sources other than those already approved." Pre-qualifications requirements have been established for sources wishing to qualify IAW (1) MSF880/5-ATP-GEN-0 REV B and (2) DoDM 4120.24 (SD-6), Defense Standardization Program.

Specifically, facility/manufacturing qualifications for the SAW are met by the completion and approval of DoDM 4120.24 (SD-6), Defense Standardization Program. In addition, ATAGS qualifications are met IAW MSF880/5-ATP-GEN-0 REV B. This modification will drive a new Part number, National Stock Number (NSN), and SAW updates. The Government owns the legacy G-Suit Technical Data Package (TDP) and Vinyl Technologies LLC. was the only Engineering Source Approved (ESA) for the system. Vinyl Technologies LLC. has met all qualification requirements IAW (1) MSF880/5-ATP-GEN-0 REV B and (2) DoDM 4120.24 (SD-6), Defense Standardization Program. Specifically, facility/manufacturing qualifications for the SAW are met by the successful completion and approval of DoDM 4120.24 (SD-6), Defense Standardization Program. The G-suit production/First Article Testing (FAT) qualifications are met by the successful completions and approval of the ESA.

Vinyl Technologies LLC. currently manufacturers ATAGS for the USAF and Navy and is a qualified source IAW the SAW. No other sources other than Vinyl Technologies LLC. are qualified to produce ATAGS currently. The Government currently owns the modified ATAGS TDP.

In addition, the Government cannot produce the Modified ATAGS and does not have the facilities and special test equipment to conduct CSI endurance or FAT testing for this system. No sources other than Vinyl Technologies LLC. are qualified to perform this function.

Section D: Efforts to Obtain Competition

After exercising this DMSMS effort the Government owns the TDP and future acquisitions will be competitive minimizing risk and cost to the Government.

Vinyl Technologies LLC. is the only manufacturer of the ATAGS CSU-22/P and CSU-23/P to date.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

After exercising this DMSMS effort the Government owns the TDP and future acquisitions will be competitive minimizing risk and cost to the Government. Historical data in the PRPS for the legacy suit shows that both equipment items are AMC/AMSC coded as 2/C, meaning that the systems are suitable for competitive acquisition. The acquisition strategy after this DMSMS will allow the Government to pursue similar strategies.
