About this file

This document is a Single Source Justification (Simplified Acquisition) for an Air Deployable Cargo Handling (Hi-Line) Dock system required to offload T2 pallets from C-130 and C-17 cargo aircraft. The Air Portable Cargo Handling Dock (ACHD) produced by Oshkosh AeroTech is the only high line dock on the market capable of meeting the requirement. Other vendors were unable to provide a product that met all the specifications, such as the ability to handle fully loaded T2 pallets up to 10,000 lbs while taking up minimal space on cargo aircraft. The contracting activity is the 673 CONS with an estimated contract cost of $196,552.00. A sources sought and notice of intent were posted, but no other vendors were found to meet the requirement. The contracting officer determined that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1).

The related federal contract opportunity is for an Air Deployable Cargo Handling Highline Dock System, awarded to Oshkosh AeroTech, LLC for $196,805.00 on 2024-09-30 by the Department of the Air Force Pacific Air Forces.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 673 CONS

Project/Program Name: MUNS ACE Dock

Purchase Request / Local ID Number: F1W2A44059AW01

Estimated Contract Cost (including Options): $196,552.00

Section B: Description of the Supplies/Services Required

Requirement for an Air Deployable Cargo Handling (Hi-Line) Dock system to offload T2 pallets from C-130 and C-17 Cargo Aircraft. Product must be small enough to take up a single cargo pallet (463L pallet, up to 5 table sets for transport) space with all tools and equipment required and be able to handle fully loaded T2 (176" x 216") missile pallets with up to 10K lbs. of cargo per pallet when assembled.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Air Portable Cargo Handling Dock (ACHD) produced by OSHKOSH AeroTech is currently the only high line dock on the market capable of meeting the requirement. While other companies manufacture high line dock, they either take far too long to set up and tear down, require special tools and handling equipment, and/or take up too much space on cargo aircraft. All of these reasons make other items unfit for Agile Combat Employment (ACE) operations.

Section D: Efforts to Obtain Competition

Initially a sources sought was posted on 22 August with responses due by 2 September. We did receive feedback from other vendors who stated that they did make high-line docks but that they did not meet one or more of the requirements. One company required a forklift and another required special equipment as well as did not accommodate the required load-out. We also called and or emailed the manufacturers of the in use high line docks to inquire if they made anything that could fit this requirement and found none. Once it appeared that no other vendor could satisfy the requirement, a Sole Source Notice of Intent was posted to SAM.gov from 29 Aug to 13 Sep. No responses were received relating to this notice.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The ACE concept of warfighting is fairly new. It is assumed that as the concept matures, vendors will begin to develop products to meet these emergent needs. Should this or a similar requirement arise in the future, the market will be analyzed for such vendors. We believe that simply publishing the sources sought and notice of intent, as well as the phone/email interactions with other vendors will send the demand signal to industry of the need to meet requirements such as this. It is highly likely that in a few years additional vendors will develop similar products that could meet this requirements needs and provide for competition.
