About this file
This is a Single Source Justification document for a simplified acquisition procedure (SAP) under the Simplified Acquisition Threshold (SAT) by the Department of Veterans Affairs. The Pittsburgh VA Medical Center seeks to purchase ten (10) Philips IntelliVue MX40 telemetry packs for continuous cardiac monitoring in inpatient care settings. These portable devices transmit real-time electrocardiogram (EKG) data to centralized monitoring stations, enabling clinical staff to identify and respond promptly to patient condition changes. The estimated contract value is redacted in the document. The acquisition is identified as 36C244-26-AP-1071 and falls under the contracting authority of VISN 4, Network Contracting Office 4, at the Pittsburgh VA Medical Center.
The justification asserts that Philips Healthcare is the sole source capable of providing compatible equipment due to existing system infrastructure integration with the IntelliSpace Cardiovascular (ISCV) system, IntelliSpace Portal, IntelliSpace Interoperability, and Xper Hemodynamic software platform. Alternative products would create system incompatibility, require replacement of existing equipment, necessitate additional staff training, and introduce operational and patient safety risks. The Philips system has been reviewed and approved by the Clinical Product Review Committee, staff are trained, and Biomedical Engineering can support the equipment. Market research conducted through the SBA database, GSA Advantage, NASA SEWP, and SAM.gov identified one SDVOSB and one large business capable of providing the product on the open market; however, no small business manufacturers were identified. Based on these findings, the requirement is set aside for small business competition on the open market. The Contracting Officer, Melvin Moore, certified the justification on January 21, 2026.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Pittsburgh VA Medical Center requires the purchase of ten (10) Philips IntelliVue MX40 telemetry packs to support continuous cardiac monitoring for inpatient care. These portable telemetry devices enable real-time transmission of patient electrocardiogram (EKG) data to centralized monitoring stations, allowing clinical staff to promptly identify and respond to changes in patient condition. The MX40 units are compatible with existing Philips monitoring infrastructure and are used throughout inpatient units to enhance patient safety, mobility, and continuity of care. The requested supplies are essential to maintain operational readiness and ensure uninterrupted clinical monitoring services.
The estimated value of the proposed action:
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Philips Healthcare (formerly Philips Medical Systems) is the only source capable of providing telemetry equipment compatible with the VA’s existing IntelliSpace Cardiovascular (ISCV) system, including IntelliSpace Portal, IntelliSpace Interoperability, and the Xper Hemodynamic software platform. The Philips IntelliVue MX40 telemetry packs are OEM products that integrate seamlessly with the currently deployed Philips monitoring infrastructure, including bedside monitors, IntelliVue X3 transport monitors, and the centralized Information Center used for data transmission. Use of alternative products would result in system incompatibility, require replacement of existing equipment, additional staff training, and introduce unacceptable operational and patient safety risks. The Philips system and associated supplies have been reviewed and approved by the Clinical Product Review Committee, staff are already trained, and Biomedical Engineering is fully capable of supporting the equipment. The existing Philips monitoring system is not scheduled for replacement until 2028; therefore, only Philips Healthcare can meet the Government’s minimum requirements at this time. A copy of Phillips Helathcare proprietary letter has been uploaded to the contract briefcase file.

4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted using the Small Business Administration (SBA) database under NAICS 541519 and the keywords “Phillips MX 1.4 GHz Smart Hopping Device,” which identified one Service-Disabled Veteran-Owned Small Business (SDVOSB) capable of providing the requirement. Additional market research was carried out on GSA Advantage, which identified one large business source able to provide the product. Further market research was conducted through a Sources Sought notice was posted to NASA SEWP and SAM.gov Contract Opportunities, resulting in responses from three SDVOSB vendors indicating they can provide the product on the open market. Based on these results and given that no small business manufacturers were identified for this product, market research supports setting this requirement aside for small business competition on the open market.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
