About this file

This is a Justification for Single Source Award under FAR 13.106-1 for acquisitions exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.

The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 15, Network Contracting Office 15 seeks to procure Zebra DS3600-DP Ultra-Rugged Scanners—specifically 42 handheld units (model CT0222) and 82 mountable units (model CT0223)—for an estimated total of $266,952.00. These medical-grade barcode scanners will support Sterile Processing Service operations across eight VA medical centers (Kansas City VAMC, Colmery-O'Neill VAMC, Dwight D. Eisenhower VAMC, Robert J. Dole VAMC, Harry S. Truman Memorial Veteran's Hospital, Marion VAMC, Evansville VA Clinic, and St. Louis Health Care System) for tracking Reusable Medical Equipment, regulatory documentation, workflow management, and Joint Commission compliance. The justification for sole-source procurement rests on the fact that the Zebra DS3600-DP scanners are specifically required for integration with the CensiTrac System currently installed across all VISN 15 facilities. Zebra Technologies International, LLC is the sole manufacturer, and Censis Technologies holds an exclusive distribution agreement, authorizing no third-party distributors. The scanners are purpose-built to withstand harsh sterile processing environments and read both standard barcodes and direct-part-mark (DPM) codes on surgical instruments. The contracting officer certified the justification in accordance with FAR 6.302-1 and FAR 12, with comprehensive market research conducted across multiple federal databases and systems yielding no alternative sources.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

VISN 15 requires the procurement of Zebra DS3600-DP Ultra-Rugged Scanners, medical-grade barcode scanners, both handheld (CT0222) and mountable (CT0223), to support Sterile Processing Service (SPS) operations, specifically for tracking Reusable Medical Equipment (RME), regulatory documentation, workflow management, and ensuring compliance with VA regulations. The scanners will be distributed among eight VA medical centers within the VISN listed above in #1.

Estimated amount $266,952.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Currently in use is the CensiTrac System that requires the Zebra DS3600-DP Ultra- Rugged Scanners to replace the existing scanning devices that are outdated and have limitations in consistent reading of DPM and barcode markings, especially in challenging SPD environments. The Zebra DS3600-DP Series Ultra-Rugged Scanners are purpose-built to withstand harsh SPD environments and excel in reading both barcodes and the DPM marks used on surgical instruments, ensuring seamless data entry into CensiTrac. To include accurate and rapid data capture at all stages of instrument processing which is vital to ensure joint commission compliance and to maintain the integrity of sterile processing practices. Zebra Technologies International, LLC is the sole manufacturer of the Zebra DS3600-DP Ultra-Rugged Scanners. Censis Technologies is the only Authorized Distributor for these Zebra scanners. The Zebra DS3600-DP Series Ultra-Rugged Scanners are required for use with the CensiTrac software currently used in the facilities.

The proprietary nature of CensiTrac software precludes sourcing other vendors for other barcode scanners. The rationale for a sole-source award is based on CensiTrac being currently installed in all Veterans Health Agency (VHA) facilities within VISN 15. Deviating from CensiTrac would lead to integration issues, increased training burdens, and hinder data aggregation across the VA, potentially impacting patient care.

If the Government were to solicit this requirement, they would need to add the entire system replacement, to include the CensiTrac software, training, and installation.

The Government would not retain any value as the existing system architecture and configurations that support this robust network throughout VISN 15 would have to be completely replaced. The complete replacement would cost the Government an estimated $1,176,098.22. The current estimate for the purchase of just the two types of scanners (42 each handheld and 82 each mountable) is only $266,952.00.

4. Description of market research conducted and results or statement why it was not conducted:

Inquiries with Zebra Technologies International, LLC regarding authorized distributors for the DS3600-DP model pre-configured for CensiTrac garnered a Sole Source Letter from them stating that Censis Technologies has an exclusive agreement with them to supply and support the DS3600-DP Ultra-Rugged Scanners specifically for medical instrument tracking with the CensiTrac system. Censis Technologies does not authorize third-party distributors to distribute or service the DS3600-DP for integration with their system. Further, any scanner not procured and configured by Censis Technologies will not be covered under Censis’s support and may not be certified for use within the Government’s current installed CensiTrac System.

A search of the following was conducted:

✓ Searched the Personal Property Management System using keyword, “Zebra DS3600-DP Ultra-Rugged Scanners”, no results found.

✓ Searched the UNICOR/Federal Prison Industries & AbilityOne using keyword, “Zebra DS3600-DP Ultra-Rugged Scanners”, no results found.

✓ Searched the National Acquisition Center using keyword, “Zebra DS3600-DP Ultra-Rugged Scanners”, no results found.

✓ Searched the Office of Procurement Acquisitions and Logistics (OPAL) Share Point using keyword, “Zebra DS3600-DP Ultra-Rugged Scanners”, no results found.

✓ Searched the SBA Small Business database using the NAICS 334118 there were a multitude of vendors, and a more in-depth search was necessary.

The keyword, “DS3600-DP Ultra-Rugged Scanners”, was used and found 0 small businesses.

✓ Searched the Supply Chain Master Catalogue (also SAC contracts) using keyword, “Zebra DS3600-DP Ultra-Rugged Scanners”, and there were 0 results.

✓ Searched the GSA eLibrary using keyword, “Zebra DS3600-DP”, and found 0 contracts.

✓ Searched the SEWP website using keyword “DS3600-DP” and found 0 contracts.

✓ There are no HTME or NAC contracts for the Zebra DS3600-DP Ultra- Rugged scanners.

The Special Notice of Intent to Sole Source did not result in any viable responses (i.e., Authorized Distributors for either Zebra or Censis). No other responses were received for similar products.

Zebra Technologies International, LLC sent a Sole Source Letter stating Censis Technologies is the only Authorized Distributor of this product.

Effective Date: 12/30/2025 Page 4 of 4

An AI search for sole source was also conducted and the answers state that based on what is publicly published the answer would be no it is not the only source; however, due to the specialized nature of the unpublished integration module and proprietary information and CensiTrac custom-approved hardware that the DS3600-DP Ultra Rugged Scanners are distributed solely by Censis Technologies and older devices that could also be phased out coupled with the agreement between the OEM and Censis, the answer is YES, Censis technologies is the only source.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR

6.302-1 and FAR 12. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
