About this file

This is a Justification for Single Source Award document submitted by the Department of Veterans Affairs for a brand-name requirement under the simplified acquisition threshold. The Altoona VA Medical Center (VISN 04, Station 503, Altoona, PA) requires BD Pyxis MedStation ES Towers, which are medication dispensing units necessary for the routine storage, control, and dispensing of medications throughout the facility. The requirement is brand-name only because the medical center currently operates an existing BD Pyxis server and medication management infrastructure that requires compatibility with new acquisitions to maintain continuity of care and ensure seamless integration across the facility's medication management operations.

CareFusion Solutions, LLC, a wholly owned subsidiary of Becton Dickinson and Company (BD), is identified as the original equipment manufacturer and sole source provider of Pyxis products, related services, maintenance, and software support. Market research conducted through the Small Business Administration using NAICS 339113 and a product search on GSA Advantage yielded no alternative vendors. CareFusion Solutions, LLC has authorized three Service-Disabled Veteran Owned Small Businesses (SDVOSBs) to distribute the product on the open market. Based on the NMR Decision Tool, the requirement is deemed appropriate for a brand-name SDVOSB set-aside. Contracting Officer Benjamin Villasenor approved the purchase in accordance with FAR 13.106-1(b) on March 18, 2026.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C244-26-AP-1973

1. Contracting Activity: Department of Veterans Affairs, Network/Program Contracting Office 04

Commodities 1, in support of VISN 04, Altoona VA Medical Center, Station 503, Altoona, PA 16602

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Altoona Veterans Affairs Medical Center (VAMC) has a brand-name requirement for BD Pyxis MedStation ES Towers. These medication dispensing units are required to support the routine storage, control, and dispensing of medications throughout the facility. This requirement is brand-name only due to the existing BD Pyxis server and medication management infrastructure currently in place at the medical center. Acquisition of the BD Pyxis MedStation ES Towers will ensure compatibility with the current system, maintain continuity of care, and support seamless integration across the facility’s medication management operations.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

CareFusion Solutions, LLC, a wholly owned subsidery of Betcon Dickenson and Company (BD), is the original equipment manufacturer (OEM) and sole source provider of Pyxis products, related servces, maintenance, and software support. The Altoona VAMC currently utilizes the BD Pyxis Medication Management System as the facilty’s medication management platform. As the OEM, CareFusion Solution, LLC is the only source capable of providing the required proprietary maintenance and software support necessary to ensure continued system functionality, compatibility, and operational integrity. Although CareFusion Solutions, LLC retains exclusive proprietary rights to the Pyxis system, the company has authorized three Service-Disabled Veteran Owned Small Businesses (SDVOSB) to distribute its product on the open market. The authorized distributor letter and sole source proprietary letter have been uploaded to the contract briefcase file in support of this justification.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was conducted in Small Business Administration (SBA) using NAICS 339113 and the keyword “Pyxis Med Station,” which yielded no vendor results. A product search was also performed on GSA Advantage, which likewise yielded no vendors. An authorized vendors list and sole source proprietary letter were obtained from the original equipment manufacturer (OEM), identifying three (3) Service-Disabled Vetran Owned Small Businesses (SDVOSB) capable of providing the product on the open market. Based on the NMR Decision Tool, this requirement is appropriate for a brand name, SDVOSB set-aside on the open market.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-

1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
