About this file

This is a Single Source Justification for a contract award under the Department of Veterans Affairs' Simplified Acquisition Procedures for purchases exceeding the Micro-Purchase Threshold but not exceeding the Simplified Acquisition Threshold.

The Department of Veterans Affairs, VISN 02, New Jersey VA Healthcare System, is seeking to procure Medical Waste Generator Registration fees for the New Jersey VA Healthcare System. The requirement involves annual registration fees paid to the New Jersey Department of Environmental Protection to fund the administration, compliance monitoring, and enforcement of the state's regulated medical waste program. All generators of Regulated Medical Waste in New Jersey must register with the NJ DEP and pay annual fees based on the amount of waste generated in accordance with N.J. Admin. Code 7:26-3A.8. The justification for single-source award is that the New Jersey Department of Treasury is the only entity authorized to receive these fees on behalf of the state and is therefore the only entity capable of performing this requirement. Market research conducted through multiple databases—including the Small Business Administration's Small Business Search, GSA Advantage, ADDS UP, and FPDS—confirmed that all historical contracts for medical waste registration fees have been awarded to the New Jersey Department of Treasury. The Contracting Officer, Jonathan Kilgore, certified approval of the purchase in accordance with FAR 12.102 on February 18, 2026.
