About this file
This document is a Single Source Justification for a Simplified Acquisition Procedure (SAP) from the Department of Veterans Affairs (VA) for Stryker Mattress ISOFLEX SE Replacement. The VA Pittsburgh Healthcare System requires 40 ISOFLEX SE mattresses (Product #1806034300) at a total cost of $79,186.00, specifically designed for Stryker Model S3 EX 3005 stretchers. The procurement is necessitated by fluid infiltration discovered during a mattress inspection, which would render 40 stretchers unusable and potentially disrupt patient care.
The justification emphasizes the unique compatibility of these mattresses with existing Stryker stretchers, highlighting proprietary airflow technology, gel support systems, and specific warranty provisions (10 years for foam/gel, 3 years for mattress cover and air pump). The acquisition will be solicited as a small business (SB) set-aside, with three Service-Disabled Veteran-Owned Small Business (SDVOSB) authorized distributors identified. The procurement adheres to Federal Acquisition Regulation (FAR) 13.106-1 and aims to maintain system-wide consistency while ensuring compliance with VA patient care standards for pressure ulcer mitigation.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 2
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For Stryker Mattress ISOFLEX SE Replacement
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:
1. Contracting Activity: Department of Veterans Affairs, VISN 4, Station 646 VA Pittsburgh Healthcare System, University Drive C, Pittsburgh, PA 15240 646-25-4-066-0509
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: During an inspection of the stretcher mattresses at VAPHS, a Biomed Equipment Support Specialist (BESS) reported that fluid infiltration was found in multiple mattresses. In order to adhere to the warranty associated with the current service contract, we need to replace these mattresses as soon as possible. Without a mattress, the stretcher is deemed unusable. This will equate to 40 stretchers not being able to be put back into service. This would cause multiple delays in patient care and disrupt clinical workflow. Stretchers need to be accessible for adequate patient treatment.
This is a new requirement for: ISOFLEX SE/ QTY: 40 (Product#: 1806034300). Total Price of this procurement is $79,186.00. Stryker mattresses are specific to Stryker stretchers at VA Pittsburgh because of the air flow technology. The mattresses would help most with bed sores because of the air flow component. Throughout the facility, each stretcher has the Stryker air pump and Isoflex mattresses are one of the only mattresses that are compatible with that Iso Flex technology.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The ISOFLEX SE mattresses are uniquely compatible with the Stryker Model S3 EX 3005 stretchers currently in use at the VA Pittsburgh Healthcare System. These mattresses feature proprietary airflow technology and gel support systems that are integral to their function. Replacement with any other brand would render the beds unusable, leading to substantial delays and duplication of costs due to the need for reconfiguration or replacement of the entire stretcher systems.
In addition:
Compatibility: Specifically designed to integrate with the Stryker air pumps already deployed throughout the facility, ensuring system-wide consistency.
Upkeep and Warranty: The procurement of these Stryker mattresses provides a warranty of ten
(10) years for the IsoFlex SE foam/gel; three (3) years for the Mattress Cover assemblies and
Fire Barrier; and three (3) years for the Stryker Air Pump unit for low air loss . The warranty specifies that the Stryker Mattresses must be used with the current Stryker stretchers already in service.
Compatibility with Existing Systems: The Stryker mattresses are fully compatible with the

Stryker stretchers already in use, ensuring seamless integration without requiring new equipment or facility modifications.
Compliance with Standards: The Stryker ISOFLEX SE mattresses comply with patient care standards set by the VA to mitigate pressure ulcers. The combination of gel column design and airflow ensures the highest levels of patient care.
4. Description of market research conducted and results or statement why it was not conducted:
Similar Stryker Mattress have been purchased recently through solicitation 36C24425Q0681. Three SDVOSB authorized distributers have been identified that can provide these mattresses. However, due the NonManufacturer Rule this must be solicited as an SB set-aside.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
