Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 10 located at 260 E University Avenue, Cincinnati, OH 45219-2356, in support of VISN 10, Richard L. Roudebush (RLR) VA Medical Center (VAMC), 1481 West 10th Street, Indianapolis, IN 46202-2803.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This new request from the RLR VAMC Police Service is for a 24-months renewal of software licensing required to operate their Flock Safety Automatic License Plate Reader (ALPR) Cameras.
The RLR VAMC Police Service Officers and Dispatcher currently utilizes the camera system in their parking lots to identify license plates for the purposes of detecting and detouring criminal activity and receiving early warning of possible credible threats on the VAMC campus. The system is also used to track endangered patients who may leave or attempt to leave the campus by motorized vehicles.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The system must be able to integrate with the Indianapolis Metropolitan Police Department’s system, Indiana State Police’s Indiana Data and Communications System (IDACS) and Federal Bureau of Investigation’s (FBI’s) National Crime Information Center (NCIC) system. Each of these agencies currently employ Flock systems.
Traditional ALPR solutions are typically only focused on capturing and sharing the license plate of a vehicle. The Flock cameras use infrared (IR) technology to identify the license plate details as well as details on the entire vehicle (i.e. color, type of vehicle, temporary paper plates, etc.).
The Flock Safety ALPR camera and devices are the only Law Enforcement Grade ALPR System to offer the following combination of proprietary features: Vehicle Fingerprint Technology, Integrated Cloud-Software & Hardware Platform, Transparency & Ethical Product Design, Integrated Audio & Gunshot Detection, and Live Video Integration. This technology is considered the best in class ability to capture and process up to 30,000 vehicles per day with a single camera powered exclusively by solar power.
4. Description of market research conducted and results or statement why it was not conducted: Market research queries were conducted using SBA Small Business Search (SBS), GSA Advantage, NASA SEWP, VA NAC and other sources.
The OEM, Flock Group Incorporated d/b/a/ Flock Safety, is a large business. The OEM provided a letter to confirm they are the sole manufacturer and developer of the Flock Safety ALPR Camera. Although the OEM identified authorized resellers for their camera systems, Flock Safety is the sole provider of comprehensive monitoring, processing, and machine vision services which integrate with the Flock Safety ALPR Camera.
There is no reasonable expectation of obtaining offers from two or more responsible small business concerns. The VA and SBA Rules of Two cannot be met. IAW FAR 8.405-6(a)(1)(i)(B) only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
