About this file

This document is a Single Source Justification for a Simplified Acquisition Procedure (SAP) by the Department of Veterans Affairs (VA) for the Cincinnati VA Medical Center (CVAMC). The procurement involves a Stryker Xpedition Powered Patient Transport Chair with specific accessories, designed to safely transport up to 500 pounds in the Emergency Ambulance Service area. The estimated cost is $15,892.01, and the justification highlights the need for compatibility with existing Stryker equipment and the chair's unique capabilities that meet the VA's "no lift" facility requirements.

Market research was conducted using various databases, revealing that while four VetCert certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and one Women-Owned Small Business (WOSB) are authorized Stryker distributors, the procurement will be competed as a small business set-aside. The related federal contract opportunity shows that TRILLAMED LLC was awarded contract 36C25025P0992 for $16,030.20 on April 16, 2025, for the Stryker Xpedition Powered Transport Chair and accessories supporting VISN 10 at the Cincinnati VA Medical Center.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source

Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: _36C250-25-AP-2252

1. Contracting Activity: Department of Veterans Affairs, Network contracting Office (NCO) 10 located at 260 E University Avenue, Cincinnati, OH 45219-2356, in support of VISN 10, Cincinnati VA Medical Center (CVAMC), 3200 Vine Street, Cincinnati, OH 45220-2213. 2237 #: 539-25-2-043-0106

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The CVAMC Primary Care Section is seeking a brand name or equal powered patient transport chair to safely transport up to 500 pounds (including patient, equipment and accessories) for use in the Emergency Ambulance Service (EAS) area. The requested equipment includes:

· 625705550002 – 6257 Xpedition High Config – Quantity of 1 Each

· 650700450301 – Assembly, Battery Charger – Quantity of 1 Each

· 650700450102 – Assembly, Power Cord, North America – Quantity of 1 Each The estimated cost is $15,892.01

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The CVAMC EAS currently uses Stryker brand equipment including a Cardiac Monitor, Lucas Device, and Defibrillator. The requestor and Paramedic Supervisor collaborated with the OEM during market research to identify the best equipment capable of meeting the facility’s needs. The OEM provided an informal quote for the brand name Stryker Xpedition powered chair and accessories. The equipment will provide compatibility with existing inventory and limit the need for an additional preventive maintenance contract for services that local Engineering and Biomedical staff cannot perform. Procurement of alternate equipment and accessories would result in duplication of cost to the Government that is not expected to be recovered through competition.

CVAMC is a “no lift” facility. The Stryker Xpedition powered chair can safely transport up to 500 pounds (including patient, equipment and accessories). Using a manual lift or standard lift chair would violate VA directives and policies, and potentially cause employee and/or patient injury.

The space within the ambulance to accommodate the chair is Height 37.5”, Width 20.5”, Depth 25”, and the folded depth cannot exceed 8”. The Stryker Xpedition powered chair meets or exceeds all of these requirements.

4. Description of market research conducted and results or statement why it was not conducted: Market research queries were conducted using VetCert, VA NAC, GSA Advantage, FPDS-NG and SBA DSBS databases, AbilityOne online catalog, and other sources. The product NAICS code was terminated from the NMR Class Waiver database on 06/08/2022. An exclusive SDVOSB set-aside is not permitted.

Market research findings found that brand name (or equal) equipment/supplies are required for compatibility with existing equipment in inventory and the current service agreement for that equipment. The OEM, Stryker Sales, LLC, is a large business and has FSS Contract 36F79721D0021 for the equipment.

The OEM was contacted and confirmed that there are four (4) VetCert certified SDVOSBs and one (1) WOSB authorized distributors for their Emergency Care transport product line. Stryker Emergency Care products may not be sold by any third party without written authorization directly from Stryker. Any Stryker product(s) sold through a Stryker authorized distributor is verified to be new (not grey market) with a full OEM warranty.

Due to the NMR findings the VA Rule of Two cannot be met. The SBA Rule of Two is met. Based upon the market research findings, it is determined that this requirement can be competed as a small business set-aside to obtain fair and reasonable price.
