About this file
This is a Single Source Justification document for a simplified acquisition by the Department of Veterans Affairs, VISN 02, on behalf of the Buffalo VA Medical Center.
The Buffalo VA Medical Center requires procurement of a ONCORE Pro X automated slide staining system manufactured by Biocare Medical, valued at an undisclosed amount (estimated to exceed the micro-purchase threshold but not exceed the simplified acquisition threshold). The system is used in research laboratories to automate laboratory procedures for Immunohistochemistry (IHC), Fluorescence In Situ Hybridization (FISH), and In Situ Hybridization (ISH) research workflows. The justification establishes that the ONCORE Pro X is the sole source capable of meeting the facility's requirements due to three primary factors: (1) it supports up to 36 unique protocols within a single run, enabling simultaneous use by multiple investigators—a capability not matched by competing systems from Leica Biosystems BOND or Roche Diagnostics BenMark; (2) it uses one of the lowest reagent dispense volumes among comparable instruments and requires only minimal proprietary components, allowing researchers broad flexibility in protocol design without manufacturer-restricted supplies; and (3) Biocare Medical manufactures the equipment, software, and reagents in the United States, satisfying Buy American requirements and strengthening supply chain reliability compared to competing foreign-based manufacturers. Market research conducted in July 2026 confirmed no alternative sources, with searches across GSA Advantage, VA's ADDS UP database, SAM, and SBA's Small Business Search identifying only Biocare Medical as a viable vendor. The Contracting Officer, Jonathan Kilgore, certified the purchase approval on August 3, 2026, in accordance with RFO FAR 12.201-1. Acquisition ID# 36C242-26-AP-3284.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for MPT up to SAT
Acquisition ID# 36C242-26-AP-3284
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW RFO FAR 12.201-1 For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C242-26-AP-3284
1. Contracting Activity: Department of Veterans Affairs, VISN 02, on behalf of the
Buffalo VA Medical Center.
2237 number: 528-26-3-4001-0096.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Buffalo VA Medical Center (VAMC) has a need for a ONCORE Pro X manufactured by Biocare Medical. The ONCORE Pro X is a fully open, automated slide staining system used in research laboratories that automates laboratory procedures for Immunohistochemistry (IHC), Fluorescence In Situ Hybridization (FISH), and In Situ Hybridization (ISH) research workflows. The estimated dollar value is .
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The ONCORE Pro X provides a significantly higher degree of customization than competing slide stainer instruments, such as the Leica Biosystems BOND or Roche Diagnostics BenMark slide staining systems. It supports up to 36 unique protocols within a single run, enabling optimization of experimental variables and allowing simultaneous use by multiple investigators. This capability is not matched by the Leica or Roche systems and is essential for ongoing and future assay-development activities within the research programs at the Buffalo VAMC.
Additionally, the ONCORE Pro X uses one of the lowest reagent dispense volumes among comparable instruments, reducing reagent consumption and overall operating cost. Unlike the competing Leica and Roche instruments, which rely heavily on proprietary reagents, the Biocare platform requires only a minimal number of proprietary components. This allows VA researchers broad flexibility to manipulate variables and design custom research protocols without dependence on manufacturer-restricted supplies.
Finally, Biocare Medical manufactures the ONCORE Pro X, its software, and its reagents in the United States. Procuring a domestic end product not only satisfies federal Buy American requirements but also strengthens supply chain reliability, VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Single Source Justification for MPT up to SAT
Acquisition ID# 36C242-26-AP-3284 improves availability of parts and service, and reduces risks associated with foreign manufacturing or import disruptions. This domestic production advantage is particularly important given that competing products from Roche (Switzerland-based) and Leica (Germany-based) do not offer the same level of U.S.-based manufacturing support.
Based on the specific technical capabilities, research flexibility, and domestic manufacturing benefits uniquely offered by the ONCORE Pro X, this is the only slide staining instrument able to meet the Buffalo VA Medical Center’s needs.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was conducted in July of 2026.
A search of GSA Advantage using keywords “biocare oncore” returned zero results.
A search using keyword “oncore” returned zero relevant results.
A search of the VA’s Acquisition Data Driven Solutions Using Procurement (ADDS UP) using keywords “biocare oncore” returned zero relevant results.
A search of SAM using keyword “oncore” returned one relevant result – a contract awarded to Biocare Medical for a ONCORE Pro X slide staining system.
A search of SBA’s Small Business Search using keywords “biocare oncore” returned one relevant vendor – Biocare Medical.
Biocare Medical is a Small Business and the original equipment manufacturer (OEM) of the required equipment. A review of their website confirmed they have no authorized distributors for the United States market.
5. Contracting Officer's Certification: Purchase is approved in accordance with RFO
FAR 12.201-1. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
