About this file
This document is a Justification for Single Source Awards for a contract opportunity above the micro-purchase threshold but not exceeding the simplified acquisition threshold (SAT) of $250,000.
The Department of Veterans Affairs (VA) is seeking to award a sole source contract to ED RIKE PLUMBING, INC. for emergency repairs to the main steam line for Building 320 at the Dayton VA Medical Center. The deteriorated steam line has developed a leak that needs to be repaired quickly to maintain heat service to patient care areas. The estimated cost for the repairs is $189,902.50. The sole source award is justified due to the emergency nature of the requirement and the fact that ED RIKE PLUMBING is already on site performing other work and can respond immediately. The contract was awarded on September 19, 2024 under Solicitation Number 36C25024Q1021.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106 1 For
Over Micro Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:_36C250 24 AP 5922_____________
1. Contracting Activity: Department of Veterans Affairs, NCO 10, 3140 Governor’s Place Blvd., Kettering, OH. The intent of this request is for emergency repairs to the main steam line for B320.
2237: 552 24 4 6976 0120
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The main steam line going into B320 has deteriorated and has developed a leak located between the f oundation wall and the maintenance access pit. Several sections, to include valves will need to be replaced dew to the deterioration of the steam line. Due to the location of the leak, the area around the poured concrete pit and the building foundation, will need to be excavated and replaced to include a section of the foundation wall. Engineering contacted a local contractor to provide an estimate for the emergency service repair as they are already working here at the Dayton VA Medical center and can respond to this repair quickly. Heat service to patient care areas will be affected if repairs are not made quickly. Estimated cost for repairs is $189,902.50.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is considered an emergency service as it will disrupts patient care for the building. Ed Rike Plumbing is on site doing other contracted work and can respond immediately and can provide the necessary repairs needed for the repair in a timely manner.
4. Description of market research conducted and results or statement why it was not conducted:
Market research showed enough competition on SAM and VetCert. This is a life safety emergency procurement and will be sole sourced to a SDVOSB IAW VAAR 819.7008 and FAR 6.302-5.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106 1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
