About this file

This is a Justification for Single Source Award document submitted by the Department of Veterans Affairs, Network Contracting Office (NCO) 16, for the Central Arkansas Veterans Healthcare System in Little Rock, Arkansas.

The Pathology & Laboratory Medicine Service requires advanced immunohematology reference laboratory services to support safe blood transfusion practices at VA medical centers. The required services include red cell phenotyping, complex antibody identification using gel methodology, molecular blood typing/genotyping, and comprehensive serologic investigations. These services must be performed accurately and consistently within a single accredited facility to ensure methodological correlation and clinically reliable interpretation. The base performance period runs from November 2, 2026, to October 1, 2027, with four optional one-year extensions through October 1, 2031. The estimated annual amount and total contract value (base plus options) are redacted in the document.

The justification establishes that Versiti Inc. is the only known source capable of delivering the complete spectrum of advanced immunohematology services using gel methodology within a single accredited facility. Market research identified that while other commercial laboratories such as Quest Diagnostics, LabCorp, Mayo Clinic Laboratories, and Oklahoma Blood Institute can perform portions of the required services, none can deliver the full menu at one location using gel methodology aligned with VA practices. The justification notes that fragmenting services across multiple vendors would create unacceptable patient-safety risks through increased specimen transport delays, inconsistent methodologies, and inability to reliably prevent transfusion reactions for transfusion-dependent Veterans. The Contracting Officer certified the purchase on September 9, 2026, in accordance with FAR 13.106-1(b), and determined that a small business set-aside is not appropriate for this acquisition.
