Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The

Ceramill Map 600/Motion2/Therm3 system CAD/CAM System that scans, designs, mills, and sinters fixed dental prosthetics is the brand name being sought to replace the Cerec Mill System. The VA Dental Clinic wants to upgrade to the Ceramill Map 600/Ceramill Motion 2 Systems for equipment/software. The VA is requesting the following; equipment, installation, training, Protection Plans, and 3-year warranty.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The 179560 Ceramill Map 600 is a fully automated high-performance scanner that features an integrated universal carrier plate for articulating HD scans. The splitex integration allow all the accessories to be used with the equipment. The Z-axis allows for precise etching and movement in the scanning process in using the industrial 3D sensor blue light technology. Ceramill Map 600 performs the following types of scans; Impression, Texture, Color, DNA, Universal, Open, All-in, Articulator, Fixator, and HD. In addition, users can do multi-dies, splitex integration, background matching, autofocus, and blue light technology.

The 179250N Ceramill Motion 2 patented carving mode uses CNC Technology for milling, grinding, carving, and thrilling in-house. It does not move linear. Instead, it can follow curves suited in tooth construction that allows excess material to be separated that allows for shorter fabrication times.

The use of CAD/CAM technology in the clinic will result in quicker scheduling. Ceramill Motion 2 provides the following procedures to be done; crown, inlay/onlays, veneers, overpress, telescope crowns, attachments, custom titanium abutments, bridge on conical titanium bases, multi-unit/screw retained titanium base restorations, bar titanium bases, bite planes, temporary eggshell restorations, full-denture prosthetics, and digital model fabrications. The dry/or wet units high performance spindles (100,000 rpm) run quietly up to 60% in grinding savings time. The Ceramill Motion 2 uses the following types of material in creating prothesis; CoCr sinter metal, Zirconia, Milling wax, Transparent Acrylic, PMMA Acrylic, PMMA Acrylic Splints, Model Resin, Polymer Resin, Denture Wax/Teeth, Titanium, Lithium Sillcate Ceramic, Hybrid/Fine/Lithium Ceramic.

4. Description of market research conducted and results or statement why it was not conducted:

Dental Lab Technician conducted market research through the internet and literature searches. The

Revision 02 Eff Date: 03/31/2020 proposed action is for the replacement and upgrade of the current Cerec Mill system. Since the current system is now outdated, and not utilized. The VA currently has to outsource all dental prothesis, which takes 6-8-weeks. This has caused a backlog in scheduling, patient care, and additional cost to the VA. The Ceramil Map 600 upgrade will allow the dental team to produce the prosthesis in-house reducing appointment wait times and reducing outsourcing expenses. Veterans will be able to receive their appliances expeditiously without unnecessary delays. The below companies were provided as distributors by Amann Girrbach, and or present themselves as capable of providing the products.

In searching GSA eBuy and the National Acquisition Center sites, Amann Girrbach and the product were not found. In searching FPDS for Ceramill, purchases in 2013, 2014, 2015, and 2016 were completed by Federal Agencies. But not the VA. The VA purchased the item in 2020 from Directional Command LLC (SDVOSB). In searching the NAICS for 339114, it lists the description as “Dental Equipment and Supplies Manufacturing”. System Award Management System lists Amann Girrbach, as a small business. The below companies were provided as distributors for Amann Girrbach North America LP representatives Ramon Flores (Sales Manager) and Jan Slor (General Manager). In speaking to Marissa Weiss, I was informed that the extended warranty is purchased at the time of purchase of equipment and installation. The extended warranty can last up to three years and includes parts and maintenance.

Vendor Information Page (VIP) found (137) contractors under NAICS 339114. Received responses from the following contractors; Directional Command Medical (SDVOSB) – capable, Stripes Global (SDVOSB) – not capable, AvMedical LLC (SDVOSB) – capable. GSA eBuy RFQ1501310 sent to contractors under 65 II C-INP. Received (2) response from; Surgical Tools Inc. - SDVOSB (No Quote), Directional Command LLC – SDVOSB (Capable). SAM.gov: RFQ 36C25621Q1370 Sources Sought Notice was posted July 7, 2021. Received (1) response from Directional Command LLC – SDVOSB (Capable) that will work with Benco Dental Supply Co. – Large Business.

Based on the above information and Subpart 819.501-70(a)(3), a combined synopsis will be published as a Service-Disabled Veteran Owned Small Business set-aside using brand name Lowest Price Technical Acceptable with a manufacturer’s authorization letter for evaluating quotes.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
