About this file
This Single Source Justification document for a Simplified Acquisition details a procurement by the 27 SOCONS for a Juniper SRX 1500 Router for the ELMR L3 Upgrade project at Cannon AFB, NM. The document justifies sole-source procurement from Motorola as the only approved manufacturer for the Land Mobile Radio (ELMR) program, citing Motorola's exclusive network configuration rights and proprietary system access.
The justification emphasizes that using alternative manufacturers would create significant risks, including potential maintenance challenges, system incompatibility, security vulnerabilities, and increased operational costs. The document notes that a previous solicitation identified three GSA contractors, but further research determined Motorola's equipment is required for maintaining consistency with the enterprise-level communication system. The contracting officer has determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available, with the document signed on 31 July 2025 and dated for execution on 05 August 2025.
