SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))

1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants
Office (AGO), National Environmental Satellite, Data, and Information Service (NESDIS), and the Office of Satellite and Products Operations (OSPO).
2. Description of supplies or services required to meet agency needs (including the estimated value).
Award of a firm, fixed price purchase order on a brand name basis to support NOAA’s Office of Satellite and Product Operations (OSPO). The brand name requirement relates to the Streaming Conjunction Service as listed in the table below. The brand name portion of the requirement has an estimated value of $202,000.00.
The period of performance is 12 months from date of award: 12/20/2020 – 12/19/2021

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

The Office of Satellite and Product Operations (OSPO) is mandated to protect its high-valued satellite assets that support the Department of Commerce’s Primary Mission Essential Functions (PMEFs) to provide critical Environmental weather data to support weather forecasting. As space debris continues to increase in OSPO’s satellite operating environment, the OSPO engineering team requires improved conjunction assessment services in low-earth orbits to protecting its space assets against collisions with space debris. LEO Labs will provide satellite-tracking data using their phased array radars with conjunction services. No other commercial provider provides this unique satellite protection service for low-earth orbits.

5. Market Research.
This is a sole source service requirement. This is going to be used to test other capabilities for satellite data dissemination against current products, to be used to evaluate better capabilities and cost.
