Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

November 2018 FOR OFFICIAL USE ONLY Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 374 CONS/PKBB

Project/Program Name: Teleradiology Contract

Purchase Request / Local ID Number: TBD

Estimated Contract Cost (including Options): $60,000.00

Section B: Description of the Supplies/Services Required

Valor Network, Inc. provides teleradiology services for several Air Force bases, including Eglin, Keesler, Mountain Home, Wright Patterson, Lakenheath, Elmendorf and the Air Force Academy. Currently, Osan and Misawa are in the process of obtaining their own teleradiology contracts with Valor Network Inc.

Valor Network, Inc. provides diagnostic radiology services. The Medical Group will send radiographic images (X-rays, Ultrasound, and CT images) electronically to the contractor. In-turn, the contractor will submit preliminary and final interpretation reports directly/electronically to the Medical Group. The teleradiology service will primarily be used during after-hours (10pm to 7am).

Valor Network, Inc. charges a fee per study. They charge $55.00 per CT study, $30.00 per ultrasound study, and $12.00 per X-ray study. A retrospective review over the past year demonstrated it would cost $1000.00 or less per month for a tele-radiology service during after-hours.

Section C: Justification for Soliciting from a Single Source or Brand Name

Valor Network, Inc. is the only company that has established an authorization to operate (ATO) and approval to connect (ATC) to the Air Force network. An ATO and ATC for the Air Force network is mandatory for the purpose of the Medical Group to deliver radiographic images electronically to the contractor and in-turn for the contractor to send preliminary and final interpretation reports to the patient's medical record. The ATO and ATC for Valor Network, Inc. were recently renewed on 29 May 2020.

There is currently no other teleradiology company in pursuit of this authorization. Thus, Valor Network, Inc is the only available option to provide overnight teleradiology services. This information was confirmed with the Defense Health Agency's (DHA) Teleradiology ATO Project Management Office (PMO), Dallas Synder and the Air Force Medical Operations Agency (AFMOA) Chief Medical Device Information Systems Security PMO, Yvette Simon.

Urgency is also a factor for a single source justification. Osan and Misawa will soon obtain a teleradiology contract with the same vendor, Valor Network Inc. Elmendorf has already obtained a teleradiology contract from the same vendor. Elmendorf, Osan and Misawa currently help to provide overnight radiology services with a call-sharing agreement. These bases will eventually stop providing overnight radiology services to Yokota.

Section D: Efforts to Obtain Competition

Sources Sought (Notice ID A005216) was posted on beta.sam.gov, Dec 13-27, 2019, seeking qualified businesses capable of providing teleradiology services via connection to the Air Force network system. Valor Network, Inc. was the only vendor to respond to the Sources Sought. Valor Network, Inc. provided the requested/required supporting capability documentation.

Based on market research and the results of the Sources Sought, a Notice of Intent (Notice ID A005216-1) to award sole source to Valor Network, Inc. for teleradiology services was posted on beta.sam.gov in Jan 2020.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

When the contract expires, another attempt will be made to advertise to qualified businesses capable of providing teleradiology services on beta.sam.gov. Any business with the required supporting capability documentation will be able to bid on the new contract.
