Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

March 2018 FOR OFFICIAL USE ONLY Page 1 of 1

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 49 CONS

Project/Program Name: Fire Training Facility Inspection & MX

Purchase Request/Identification Number: F2E3CE0134AW01

Estimated Contract Cost (including Options): $15,332.07

Section B: Description of the Supplies/Services Required

Aircraft Fire Training Facility Semi-Annual Inspection

Section C: Justification for Soliciting from a Single Source or Brand Name

Market research concluded that Kirila Fire Training Facilities, Inc is the only company capable of providing this requirement as Holloman AFB's Fire training facility (bldg 17903) is a non-standard USAF AFTF design and is classified as COTS (17903-K3FTF) and requires inspection and maintenance IAW the manufacturer's recommendations. As the aircraft fire training facility includes proprietary technology in the computerized control system (PLC cabinet) Kirila Fire is the manufacturer/owner of this technology and is the only company authorized to perform the service on the aircraft fire training facility.

Section D: Efforts to Obtain Competition

Kirila Fire Training Facility, Inc is the only known source that can satisfy the requirement. The proprietary technology in the computerized control system (PLC cabinet) precludes other companies from performing maintenance on the aircraft prop.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

49 CES/CEF & 49 CONS will continue to assess capabilities and feasibility of transitioning to a non proprietary technology in the computerized control system to allow for full and open competition.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
