About this file

This single source justification document outlines a sole source procurement of a Law Enforcement Software Management System (LSMS) mobile criminal booking system/jumpkit from HID Global. The Air Force requires the LSMS software to be hosted on HID Global's proprietary Guardian Jumpkit hardware in order to ensure continued interoperability and functionality. HID Global is the sole manufacturer of the HID L Scan 1000 fingerprint scanner included in the jumpkit and sole publisher of the required LSMS/MCIO-DFME bundled software. They are also the only authorized vendor for these products under their GSA schedule contract. Extensive market research found no other vendors that can provide an equivalent system with the required LSMS software. Steps have been taken to increase awareness of similar alternative products and reconsider limiting policies to allow for potential future competition.

Single Source Justification (Simplified Acquisition)

CONTROLLED UNCLASSIFIED INFORMATION

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2 expressing that procuring hardware that is not produced by the same manufacturer of the LSMS introduces an issue of continued interoperability. In order to most effectively and accurately ensure the LSMS is functional and performs over time (to include updates, troubleshooting, etc), hosting the software on the HID Global Guardian Jumpkit is necessary. If a Defender is not in accordance with the above requirements and does not adhere to AFSFC guidelines, they are considered to be operating on their own free will; in the event of a Use of Force board being presented before them, there is a probability of them being found guilty for reasons solely related to not utilizing the approved software and hardware equipment.

HID was contacted for further information regarding their warranty and maintenance availability, through which they clarified that they are the only company that will perform support and provide maintenance of its software, and is the only company authorized to provide parts and to repair hardware. If another product of an equal capability but differing company were used, HID would not offer support or maintenance of their software.

Lastly, HID Global currently possesses a GSA awarded contract (GS-35F-0199R, See attachment "GSA Contract - HID Global") containing elements of the Jumpkit, through which the majority of the total kit is under a federal supply schedule. HID is the sole manufacturer of the HID L Scan 1000 - an element of this jumpkit - and is the sole publisher of the LSMS/MCIO-DFME bundled software. They are also the only company that is authroized to sell the HID L Scan 1000 on the aforementioned GSA Schedule.

Section D: Efforts to Obtain Competition

Extensive market research conducted in support of this procurement identified a source available for the procurement of similar product of a different brand and was deemed not to be acceptable due to the LSMS software interoperability requirement discussed above. A Sources Sought was posted on the Governmentwide Point of Entry (GPE) and revealed one other source that produces a similar product containing their respective software. However, no vendors responded to the RFI indicating that they sell the jumpkit peculiar to HID Global with the LSMS. An inquiry to HID Global was conducted, gathering that they are the sole vendor that sells the equipment on GSA and that they are the only company that is authorized to sell the HID L Scan 1000 on its GSA Schedule. Above considered, it cannot be reasonably anticipated that this product will receive more than one quotation.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In an effort to increase awareness of similar but not yet acceptable products for this particular procurement, the Contracting Squadron and Requiring Activity have consolidated and forwarded their market research findings to the Air Force Security Forces Center Headquarters for review and action. Involved parties are aware of market capabilities and should consider this information for future procurements of a similar nature, as well as during review of Air Force and Department of Defense policy.

For future procurements, the Contracting Office recommends to the Requiring Activity to reconsider policies stated within AFMAN 71-102, which pose significant limitations on competing this requirement.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
