About this file
This document is a Single Source Justification for a non-competitive contract award. The Department of the Air Force, through the 633d Air Base Wing, seeks to provide maintenance support for the audio/visual (A/V) and video teleconferencing (VTC) equipment located in a conference room in Building 442. The contract will be awarded to iSoft Solutions, LLC for $43,022.57, as they hold the existing maintenance contract and have proprietary access to the control system code. The justification states that any other vendor would need to rewrite the system code, voiding the current warranty, and that iSoft is the only vendor positioned to deliver the consistent solution required. The contract period is not specified. The Air Force will consider opening future enhancement, upgrade, or maintenance opportunities to new prime contractors who can subcontract with iSoft to maintain the existing source codes and maintenance agreements.

Section C: Justification for Soliciting from a Single Source or Brand Name iSoft Solutions holds the existing maintenance contract with the manufacturer, Creston and has the proprietary access to the control system code that has been developed for the VTC/AV system (originally put in place via contract number FA480022F0129). Any other vendor working on the conference rooms systems would void the current warranty, and would have to rewrite the system code in order to add any material components to the existing system. Due to the specialized nature of the work, award should be made to iSoft. Additionally; iSoft understands the specific requirements for the AV-VTC as they were the contractor the installed the current system. They are the only vendor positioned to deliver a consistent solution with functional and operations required.
Section D: Efforts to Obtain Competition
The government conducted market research and confirmed iSoft holds proprietary source code material with the manufacturer of the conference rooms systems. The code cannot be sold or transferred. iSoft Solutions was contacted in regards to this system and confirmed that they are the only holders of the custom code due to proprietary knowledge.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future the government will consider, for enhancement/upgrade/maintenance of VTC systems installed and maintained by iSoft, opening up those contract opportunities to new prime contractors whom have the ability to subcontract with iSoft, thereby maintaining the source codes and maintenance agreements in-place.
