Single Source Justification (Simplified Acquisition)
Page 1 of 2Updated: 9 Jun 16
Section A: General Contract Information
Contracting Activity: Acquisition Support Office
Project/Program Name: Harris Radio Repairs
Purchase Request/Identification Number:
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
The Virginia Army National Guard Combined Support Maintenance Shops (CSMS) has a requirement to repair six, RT-1694D receiver-transmitters, and one, 150W Falcon II power amplifier. Repairs include replacing or repairing circuit card assemblies, bad cable assemblies, inoperable controls and knobs, updating software and firmware, and installing a new Hold-Up Battery (HUB).
Section C: Justification for Soliciting from a Single Source or Brand Name
The radios needing repairs are Harris radios. Due to software proprietary rights, circuit boards, software updates and security software patches are only available through Harris Corporation. The equipment is currently deadlined. Timely and accurate repairs are critical as mission requirements and operational readiness of units is negatively impacted with the status of current radios.
L3 Harris has an extensive knowledge of their products, and has completed successful repairs for the VAARNG in the past with repair times of less than two weeks.
Section D: Efforts to Obtain Competition
Short of the military acquiring new radios with various places authorized to make repairs, efforts to obtain competition to repair existing radios are limited. As Harris Corporation owns software proprietary rights for the existing radios and does not authorize other companies to repair their radios, additional efforts to obtain competition were not taken.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
A notice of the sole source action will be posted on the Contract Opportunities section of https://sam.gov. Potential vendors will be afforded an opportunity to provide a capability statement. Information received will be considered for the purpose of determining whether to conduct a future competitive procurement.
