About this file

This is a Single Source Justification for a Simplified Acquisition submitted by the 673d Contracting Squadron on February 5, 2026.

The Air Force is procuring a Breathing Air Pump model BAC-20P manufactured by Air Systems International for the Fuels Air Breathing program under Purchase Request F1W2F45328A001, with an estimated contract cost of $32,994.00. The justification establishes that explosion-proof breathing air pumps are a mandatory safety requirement for aircraft fuel system repairs conducted in confined spaces. The current MAV-8E systems are no longer available as vendor Rhine Air has placed the system on indefinite hold. According to PACAF/A4M authorization letter dated August 26, 2025, the BAC-20P model by Air Systems International is the only acceptable substitute. Although market research identified multiple vendors capable of providing the BAC-20P model, the Contracting Officer determined that single source procurement was reasonably available under FAR 13.106-1(b)(1). The document recommends that future acquisitions be solicited via the General Procurement Engine (SAM.GOV) as a brand name solicitation to promote competition and prevent recurring single source awards. To preclude future single source acquisitions, the contracting activity intends to conduct a market survey to identify potential alternative sources. SrA Brian N. Gitau, USAF, approved the justification.

Contracting Activity: 673d Contracting Sq

Project/Program Name: Fuels Air Breathing

Purchase Request / Local ID Number: F1W2F45328A001

Estimated Contract Cost (including Options): $32,994.00

Section B: Description of the Supplies/Services Required

Breathing Air Pump BAC-20P manufacture by Air Systems International

Section C: Justification for Soliciting from a Single Source or Brand Name

Explosion proof breathing air pumps are a mandatory safety requirement when performing aircraft fuel system repair inside of a confined space. Current MAV-8E systems are no longer available for purchase or repair due to vendor Rhine Air placing system on indefinite hold. The only acceptable substitute breathing air compressor must be model BAC-20P made by Air Systems in accordance with PACAF/A4M authorization letter(26 August 2025)

Section D: Efforts to Obtain Competition

After conducting market research, it was found that there are multiple vendors who can provide the breathing air compressor model BAC-20P. It is my recommendation that this requirement be solicited via the GPE (SAM.GOV) as a Brand name solicitation.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

To preclude future single source acquisitions we shall conduct a market survey to determine potential future sources .

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
