About this file
This is a Single Source Justification (SSJ) document for a specialized FTI Tool Kit (Part #FTTS-F16-65110-USAF) required for F-16 aircraft maintenance. The document justifies a sole-source procurement from Fatigue Technology Inc. for a tool kit used to perform installation and removal of F-16 nut plates and parts, specifically for reworking panel holes from fuselage stations 65 to 110. The purpose of the tool is to perform cold expansion of nut plate rivet holes to improve the aircraft's fatigue life, with a total estimated contract cost of $14,389.55.
Market research confirmed Fatigue Technology Inc. as the only authorized manufacturer of this specialized tooling, as specified in Technical Order 32A21-5-1. The procurement is critical to prevent maintenance repair work stoppage and potential aircraft grounding. The contracting activity (49 CONS/PKA) determined that only a single source is reasonably available, with the contract signed by Erik S. Montgomery on 14-May-2025. The document also notes that in future acquisitions, the 49th Contracting Squadron will aim to identify requirements earlier to avoid similar single-source procurement limitations.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 49 CONS/PKA
Project/Program Name: FTI Kit for FS 65, 88, 110.5 Bulkhead Repairs
Purchase Request / Local ID Number: PR # F2E2RP5121A001
Estimated Contract Cost (including Options): $14,389.55
Section B: Description of the Supplies/Services Required
FTI Tool Kit, Part #FTTS-F16-65110-USAF
This tool is required to perform installation and removal of F-16 nut plates and parts in accordance with (IAW) Technical Order (T.O.) 1 F-16cg-3-1 par 1.13.20. & 32A21-5-1.
Section C: Justification for Soliciting from a Single Source or Brand Name
IAW T.O. 1 F-16cg-3-1 par 1.13.20. & 32A21-5-1. "This tip sheet specifies the required tooling and procedures for Cold Expansion (Cx ) of the nut plate rivet holes and ForceTec (FtCx ) retainer and nut installation of nut plate bolt holes for the rework of the all panel holes from fuselage station 65 to fuselage station 110. The purpose for the cold expansion is to improve the fatigue life of the structure. This application of cold expansion is considered non-standard in that it involves special tooling".
IAW T.O. 32A21-5-1 pg 4 Notice "It is important to follow the specifications and to use the complete system of tooling defined in the specification for a particular application. Any deviation from this specification, or use of other than FTI manufactured and supplied tooling, could seriously jeopardize the effectiveness of the process and/or the integrity of the structure the nut plates are being installed into."
Failure to obtain tooling would instigate maintenance repair work stoppage and ground aircraft.
Section D: Efforts to Obtain Competition
Market research was conducted and no other companies were found that make the tooling kit listed in TO 32A51-5-1. To stay in compliance with this technical order we must utilize FTI manufactured and supplied tooling. GSA Advantage does not have any additional ForceTec tool kits IAW T.O. 32A21-5-1. Per F-16 Engineers (FALCON Hotline DSN 777-0812) and the F-16 Fabrication SPO (Mr. Johnathan Satterthwaite AFLCMC/WAM, DSN586-1815) Fatigue Technology Inc. is the only company that makes or has the tooling that is authorized in the T.O. 32A21-5-1.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
In the future, the 49th Contracting Squadron will make efforts to enter early planning efforts with requiring activities in order identify requirements in earlier/predecisional stages in order to avoid acquisition concerns and adverse mission impact.
