About this file
This document is a Single Source Justification (Simplified Acquisition) for the refurbishment of F-16 travel pods. The 13 FGS requires a total overhaul and refurbishment of the F-16 travel pods, including removing dents, replacing access doors, and repainting the exterior using military specification materials. The justification identifies EhPro Custom Fab LLC as the only qualified company to perform this service, as determined by the F-16 System Program Office. Market research efforts found no other vendors capable of this specialized refurbishment work. The estimated contract cost is not provided. The Contracting Officer has determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available for this requirement.
The related federal contract opportunity is a Special Notice for an intent to sole source the F-16 Travel Pod Refurbishment, issued by the Department of the Air Force Pacific Air Forces.

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 35th Contracting Squadron
Project/Program Name: MXS F-16 Travel Pod Refurbishment
Purchase Request / Local ID Number: TBD

Section B: Description of the Supplies/Services Required
The 13 FGS requires a total overhaul and refurbishment of the F-16 travel pods . The total overhaul and refurbishment includes removing all dents, replacing access doors with quick release fasteners, and repainting the exterior of the pods using approved military specification materials that restore the pods to the original T.O. and drawing 464077 configuration. The MXU-648 travel pod is attached to aircraft and used during flight to carry aircrew equipment, aircraft support equipment, and maintenance support equipment during deployments. Current inventory consists of pods that are over 26 years old and require refurbishment/restoration. Refurbishment of faulty doors, locking mechanisms and handle clearances is required for the MXU-648 to be used on the F-16. The overhaul of cargo pods consisting of complete tear down followed by blasting, dents removed and pods repainted will mil spec primer and paint as well as the removal of the old doors and replacement with a custom matched door and proprietary latches.2
Section C: Justification for Soliciting from a Single Source or Brand Name
EhPro Custom Fab LLC was identified by the F-16 System Program Office in 2016 as the only qualified company who can refurbish MXU-638 Travel Pods. The 2016 MFR has since expired but has been followed up by a MFR dated in 2020 from the F-16 Systems Engineering Chief only identifying EhPro Custom Fab LLC as a company capable of performing this service. Market research found that EhPro Custom Fab LLC refurbished pods have completed multiple contracts with different branches of the DOD to date.
Section D: Efforts to Obtain Competition
A sources sought posting was publicized in the GPE (Notice ID FA520524N0006) from 7 Aug 24 to 14 Aug 24 outlining the work being requested in an effort to find other vendors in the market. One company responded interested in this requirement but failed to demonstrate that they are an approved and qualified vendor capable of performing the F-16 Travel Pod refurbishment.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Further market research will be conducted by the customer and the contracting office to query if there are any other vendors approved by the SPO to refurbish F-16 Pods.
