About this file
This is a Single Source Justification document for a simplified acquisition procedure (SAP) under the simplified acquisition threshold (SAT) for the Department of Veterans Affairs. The acquisition (ID# 36C252-26-AP-1760) is for construction period services and administration support for the renovation of building 58-1 Room 102 at Veterans Affairs Illiana Healthcare System (VAIHCS) in support of Project 550-23-108. The contracting activity is under VISN 12 through the Great Lakes Acquisition Center (GLAC). The scope of work includes construction administration, design omission and error support, administration assistance, and site visits, with the cost estimate redacted from the document.
The justification supports sole-sourcing this requirement to Guidon Design, Inc., a Service-Disabled Veteran-Owned Small Business (SDVOSB), under 38 U.S.C. Section 8127(b) and FAR 6.302-5. The rationale emphasizes schedule urgency, as the construction component is scheduled for award by March 18, 2026, and delays between the construction and construction period services (CPS) option phases could increase costs and create scheduling conflicts. Market research identified 4,554 SBA-verified SDVOSBs nationwide, 195 in the surrounding five-state region, and 255 SDVOSBs in the SAM database within those states. However, Guidon Design, Inc. is selected as the most knowledgeable vendor due to prior development of the project designs, demonstrated capability for rapid mobilization, and prior experience with the project. Pricing was determined fair and reasonable based on the 2019 base contract, with the contractor agreeing to complete CPS services at the expired contracted rate.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:__ 36C252-26-AP-1760__________
1. Contracting Activity:
Department of Veterans Affairs, VISN 12 Veterans Affairs Illiana Healthcare System (VAIHCS), VA Hospital
2237: [REDACTED]
Project: 550-23-108 Renovate 58-1 R102 for Supply Chain Management Service CPS Option Contracting Agency: Great Lakes Acquisition Center (GLAC)
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The goal of this project is to provide construction period services (construction administration) for area 58-1 R102 Supply Chain Management building. This is to support the construction project with the designs of any omissions or errors, to include administration support and site visits.
The cost estimate for this project is [REDACTED].
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This pertains to exercising a CPS option under Project 550-23-108 Renovate 58-1 R102 for Supply Chain Management Service. The project was originally solicited under IDIQ Contract #36C25219D0055; however, that contract expired as of 2024.
The construction component of this project has been solicited and is scheduled for award by March 18, 2026. To prevent delays between the construction and CPS option phases, the Contracting Officer has determined to sole-source this project to a Service-Disabled Veteran-Owned Small Business (SDVOSB) in accordance with the provisions outlined in 38 U.S.C. 8127(b), VAAR 819.7008, and FAR 6.302-5, ensuring the timely and successful completion of the required work.
4. Description of market research conducted and results or statement why it was not conducted:

Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID# 36C252-26-AP-1760
Following the previous statement, the construction phase is imminent and will soon be awarded and will need the CPS to be awarded for guidance. Unfortunately, additional time will heighten the urgency to expedite the process, as well as possibly cost the government more money. Market research was conducted, yielding the following results:
Utilizing the Veteran Small Business Certification (SBA) database, a search identified at least 4,554 SBA-verified SDVOSB vendors worldwide. Within the surrounding states of Illinois, Indiana, Kentucky, Missouri, and Wisconsin, 195 SBA-verified SDVOSB vendors were identified, with approximately 66 located in Illinois.
Additionally, the System for Award Management (SAM) database was used to identify certified capable SDVOSBs. This search resulted in 255 SDVOSBs within the same states, of which 81 are based in Illinois.
Although other SDVOSBs are available, Guidon Design, Inc., which developed the project's designs, is the most knowledgeable SDVOSB for this project. They are capable of rapid mobilization and efficient project completion based on prior experience.
Pricing was determined fair and reasonable with the base contract in 2019, and the contractor is willing to complete CPS at the expired contracted price.
5. Contracting Officer's Certification: This acquisition will be set aside and sole-sourced to a SDVOSB IAW 38 U.S.C 8127(b) and FAR 6.302-5. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief
