About this file
This document is a Single Source Justification (Simplified Acquisition) for the 914th Fire Department to acquire a Plymovent brand vehicle exhaust ventilation system and associated components to retrofit and upgrade the existing system in Building 821. The total estimated contract cost is $81,725.00. The 914th PK Purchase Request/Identification Number is F5J3CC3355AW01. The justification states that the current system is no longer operational, and the required components are only available from the authorized Plymovent distributor in the local area, Air Cleaning Systems, Inc. Market research confirmed that Air Cleaning Systems, Inc. is the sole authorized distributor in the New York region, and there are no other local vendors that can provide the necessary Plymovent products and installation services. The Contracting Officer has determined that only a single source, Air Cleaning Systems, Inc., is reasonably available to fulfill this requirement.

Section C: Justification for Soliciting from a Single Source
The current Plymovent system installed in Building 821 is no longer operational and pnumatic parts cannot be obtained so they must be replaced with new, magnetic components. These components are designed to allow for Fire and Rescue vehicle exhaust to be evacuated from from the interior of a facility. They are mission critical and present significant risk to the health and welfare of building occupants if they fail. Component failure could lead to toxic exposure to exhaust and associated chemicals, presenting a need to ensure that any replacement component is fully compatible with the existing system. For this reason, it is required that Plymovent components be provided to ensure system compatibility and minimize potential risk of harm to individuals that could be caused by alternate components that may not be able to be fully and safely integrated into the system. Market research has found that the only authorized distributor of Plymovent equipment in the New York area is Air Cleaning Systems, Inc. The nearest additional company who provides Plymovent systems is over 400 miles away from the location that requires the work and does not service this area. For this reason, this requirement must be awarded as a sole source to Air Cleaning Systems, Inc.
Section D: Efforts to Obtain Competition
Initial conversations with industry identified one small business who can meet this requirement, Air Cleaning Systems. Inc. Confirmed that Air Cleaning Systems, Inc. is the Plymovent distributor for the New York region. Other companies who provide Plymovent products are available nation-wide, however these companies service specific regions and are not available to provide the required work in the New York/Niagara Falls area. Only Air Cleaning Systems, Inc. was identified as a potential company who can provide the necessary products and installation.
Section E: Steps to Preclude Future Single Source Awards
In the future, the vehicle exhaust system will continue to be evaluated to determine if a new system should replace the existing, opening the possibility for future competition. Additionally, any additional component requirements for this system will be evaluated along with changes in the market to determine if any safe alternatives to this sole source requirement exist.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
