Single Source Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: 28 CONS/PKA Purchase Request/ Identification Number:
Project/Program Name: Long Range Firing Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
Facilities and training time for live long distance firing (in excess of 1200 yds) for small arms (to include 9mm, 5.56mm and 7.62mm) to include range use and basic instruction for up to 25 individuals per day and/or up to 4 Advanced Designated Marksman per day and/or up to 8 M-240/M-249 machine gun gunners per day
Section C: Justification for Soliciting from a Single Source
IAW FAR 13.106-1(b)(1), Soliciting From a Single Source, this requirement does not exceed the simplified acquisition threshold of $150K.
Although sources sought postings were conducted on both GSA and FBO only one viable source has been identified.
IAW FAR 13.106-1(b)(1)(i), there is only a single source available that meets the mission requirements of the customer in both range capabilities offered and driving distance that allows a single day for transit to the range, firing activities and return to Ellsworth AFB., Section D: Efforts to Obtain Competition
A sources sought was published on FBO Sources Sought with 2 responses and 1 quote. The quote provided was not within the travel distance or the range capabilities. In addition, a Dynamic Small Business search was conducted. There was only one response, stating they are able to provide a firing range with the distance requirements required for training. When contacted regarding the availability of other ranges, it was determined the next closest range is 208 miles away but does not have the target distance of at least 1200 yds required for training.
In addition to the GSA and FBO postings, six firing ranges in areas surrounding Ellsworth AFB were identified and contacted. Of those six ranges, only two meet current DoD/Air Force standards and requirements to allow AF members to use the facilities. Of the two identified, only one contractor is within an acceptable driving distance that meets the manning availability constraints of the 28 SFS and 28 CE/EOD
Section E: Steps to Preclude Future Single Source Awards
28 SFS and 28 CES have plans to expand the distances and capabilities of the Ellsworth AFB shooting range at some point in the future.
This will eliminate the need to utilize commercial sources.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
