About this file

This document is a Single Source Justification under Simplified Acquisition procedures for a contract to upgrade the Unify Phone System at Luke Air Force Base. The contract will provide a VOIP-based Unify Communications system upgrade, including 4 years of annual maintenance and support. The justification states that only Unify or its authorized distributors can upgrade and support the existing Unify system, and removing the current system and replacing it with a new one is not in the government's best interest. The estimated contract value is $438,257.94, and the contract was awarded to MCS of Tampa, a small business authorized by Unify to perform this work. The justification outlines efforts to obtain competition and steps to avoid future single source procurements, but concludes that only a single source is reasonably available.

Section A: General Contract Information

Contracting Activity: 56 CONS

Project/Program Name: Unify Phone System Upgrade

Purchase Request/Identification Number: F2U0104129A002

Estimated Contract Cost (including Options): $438,257.94

Section B: Description of the Supplies/Services Required

Luke AFB Primary and Alternate Command Post Unify Communications system upgrade. Unify Open Space Voice IP-Based Solution. This requirement will also included 4 years of annual maintenance and support after the first 12 months of warranty period have expired.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Unify system in place will be upgraded to a VOIP system and integrate with existing Unify radio interface units, ultra-High Frequency (UHF) and Land Mobile (LMR) Radios. The integration will also connect current required hotlines and phones lines such as the Secondary Crash Net, Base Defense Operations Center and the entry controller door phone. Due to the proprietary nature of the Unify system only Unify or authorized distributors can upgrade/support a Unify system. There is existing equipment that requires integration to the new VOIP system and phones. It is not in the best interest of the government to remove all components and equipment of the current Unify system and replace with an entirely new system.

Section D: Efforts to Obtain Competition

MCS of Tampa is a small business with authority to upgrade, install and perform maintenance and service on Unify Systems.

There is not a reasonable expectation that 2 or more small businesses would be able to compete based on the proprietary rights of Unify.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

There are currently no other authorized vendors that can support the Unify system. Ability to compete will be dependent on the Manufacturer to included vetted contractors in the authorized vendor pool or the government determines it to be in their best interest to acquire a new system versus an upgrade.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
