About this file
This is a Sole Source Justification document dated March 3, 2026, submitted by the Oklahoma City Air Logistics Complex (OC-ALC) at Tinker Air Force Base to justify a single-source contract award for quality management system certification services.
The OC-ALC/QA Complex is requesting a three-year contract for ISO 9001:2015, AS9100D:2016 initial certification, and AS9110C:2016 recertification services. Performance Review Institute, Inc. (PRI), a Large Business located in Warrendale, Pennsylvania (CAGE Code 1N0B4), is identified as the sole-source vendor. The justification cites several critical factors supporting this designation: PRI has provided continuous audit services since April 4, 2019, with deep institutional knowledge of OC-ALC's quality management system; consolidating AS9100D and AS9110C audits through a single provider achieves 50 percent savings in time and funding compared to using separate contractors; introducing a new auditor would create unacceptable risks to the existing AS9110C certification, which is contractually required by key partners including Pratt & Whitney, Boeing, Lockheed Martin, and Raytheon Technologies; loss of AS9110C certification would place OC-ALC in breach of contract and disqualify it from critical Maintenance, Repair and Overhaul (MRO) work; and OC-ALC's limited internal resources (five AS9100D-AS9110C auditors supporting 10,000 employees) cannot sustain managing two separate audit cycles. Market research was conducted using SAM databases with NAICS Code 541380 and Federal Supply Code H999, resulting in an RFQ posted to 2,917 GSA contractors with 26 responses but no qualified proposals. The determination concludes that only a single source is reasonably available in accordance with FAR 12.102(a).

FROM: OC-ALC/OBCA for 76 OB
SUBJECT: Sole Source Justification for Serv 026-060 AS9100/9110 Certification
March 3, 2026
1. The OC-ALC/QA (Quality Assurance) Complex requests a three (3) year contract for ISO 9001:2015 AS9100D:2016 initial certification and AS9110C:2016 recertification.
2. Performance Review Institute (PRI) is the preferred vendor in support of this service request. The impact of selecting a different vendor is listed below:
o llllllll>f bringing in a new contractor to do just the AS9100 audit (learning curve, extra cost, extra time, etc)
w contractor introduces unacceptable risks to cost, efficiency, and --is to the existing AS9110C certification, following a clear chain A new auditor would be unfamiliar with the OC-ALC's quality system, which has been successfully audited by PRI since 4 April 2019.
The new contractor would have to learn OC-ALC established processes at the Complex's expense, leading to a less efficient audit. Lacking established trust, a new auditor is more likely to misinterpret a minor nonconformance during the initial AS9100D audit as a placing the entire shared Quality Management System under scrutiny. Such a finding would create a direct and immediate -o the existing, AS9110C certification. The loss of the AS9110C certification would place the OC-ALC in violation of its contractual agreements with key partners, including Pratt & Whitney, Boeing, Lockheed Martin, and Raytheon Technologies. This contractual would disqualify the OC-ALC from associated Maintenance, Repair and Overhaul (MRO) making the retention of the AS9110C certification a strategic imperative for-and financial stability.
The OC-ALC/QAX can quantify the significant "learning curve" costs associated with educating a new contractor, which diverts their own subject matter experts from primary mission duties. The current provider (PRI) possesses deep institutional knowledge of the OC-ALC quality system's history and evolution, an invaluable asset that prevents the inefficient reauditing of established processes. Citing the precedent of- 1111 which lost workload after allowing its certification to lapse, demonstrates this is not a hypothetical -but a documentely, the savings are operational as well as financial, as a single annual audit minimizesllllllllllllllland ensures a consistent interpretation of standards that a new vendor simply cannot provide.
o Possible-to relationships with contractors like Pratt & Whitney.
Again, hiring a new contractor for AS9100D initial certification poses a to OC-ALC established partnerships under AS9110C certification. An auditor unfamiliar with OC-ALC processes is more likely to misinterpret a minor as a major nonconformity, which would directly threaten the Complex's existing AS9110C certification. Since AS911 0C certification is an existing OC-ALC contractual re uirement for artners like Pratt & Whitney, its loss would constitute a f contract. This could relationships and jeopardize The experience at erves as eminder of the stakes involved. When lost their AS9110C certification, they consequently lost -hat was contractually dependent upon that certification. This exact scenario is unacceptable for the OC-ALC, as the Complex's operations and partnership agreements are directly tied to maintaining AS9110C certification, making its retention a strategic imperative, especially for new workload.
o Time and funding savings achieved by going Sole Source to PRI.
The OC-ALC has successfully utilized a sole-source contract with the same provider (PRl) since 4 April 2019, renewing it every three years without any issues. This long-standing approach provides significant advantages by consolidating what would be two separate audits into a single, annual event. This streamlined process results in a 50% savings in both time and funding and is considerably less-to production operations. This approach directly embodies the principles of continual process improvement and cost savings that are foundational to JSO9001, AS9100D and AS9110C and the 'Art of the Possible' initiative. To force a redundant system with two separate contractors would be a clear regression, not a process improvement. Furthermore, utilizing a single registrar (PRl) has been the OC-ALC standard for the last seven years (2019), proven practice since the transition of OC-ALC AS911 0C certification 15 years ago (2010) and mirrors the efficient audit models used at both Robins and Hill AFB.
o Any other information that will reinforce the justification for sole source.
With only five internal OC-ALC/QAX AS9100D-AS9110C auditors to sustain AS9110C certification and implementation of AS9100D certification while su ortin an organization of 10,000 employees across.
buildings, resources are already stretched aving to manage two separate, full-scale audits (AS9100D and AS91 lOC) instead of one mtegrate process would fundamentally shift the OC-ALC/QAX's posture from proactive quality management to a purely reactive one. The team simply lacks the personnel to effectively manage two distinct audit cycles, each with its own set of preparations and follow-up requirements throughout the year. Furthermore, introducin a new contractor would mean adapting to different, non standardized expectations, creating and inefficiency that the current streamlin avoids. Retaining PRl as a sole-source prov1 er (contractor) is not a matter of preference, but of- -Their unique and deeply-rooted institutional knowledge of OC-ALC's QMS, combined with the established efficiencies of the Complex's integrated audit process, provides a levelcost effectiveness that cannot be replicated by any new contractor without introducinglllllllllllllllost, and e continuity provided by PRl is a-fthe OC-ALC's proactive quality management posture.
