About this file

This single source justification document proposes procuring dispatch console equipment from Motorola Solutions Inc. on a sole source basis. The Air Force requires upgrading two MCC7500 dispatch consoles to integrate with its existing Motorola-provided land mobile radio network in Japan. Only Motorola equipment is interoperable with the network and encryption protocols. While a sources sought notice was posted, no other vendors expressed interest due to Motorola's proprietary technologies and need for on-site services from its local staff. The estimated $378,748.82 contract would be for equipment, installation, integration and maintenance. As long as the Air Force infrastructure relies on Motorola, no alternative sources are available.

Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

March 2018 FOR OFFICIAL USE ONLY Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 374 CONS/PKBB

Project/Program Name: Dispatch Console/Emergency 911 (E-911) Equipment Upgrade

Purchase Request/Identification Number:

Estimated Contract Cost (including Options): $378,748.82

Section B: Description of the Supplies/Services Required

This acquisition is to upgrade and replace existing equipment. This is a Firmed Fixed Price Purchase Order for supplies with installation which will include the brand name system to upgrade the MCC7500 consoles that were manufactured by Motorola. The MCC 7500 console offers dispatchers the capabilities to reach across multiple application through the Joint Japan Land Mobile Radio (J2LMR) interface. This interface allows dispatcher to better coordinate with Incident Commander needs in the field by tapping into different agencies at will. This adds to the Incident Commander's ability to control any major or minor incident he or she may come across. This platform will enable the Yokota AB 374th Security Forces Squadron (SFS) to benefit from a sustainable, information assurance (IA) protected, and feature rich communications platform for first responder dispatchers.

Section C: Justification for Soliciting from a Single Source or Brand Name

Motorola Solutions Inc. is the only vendor who can supply both equipment required to meet our needs. This system will integrate with existing equipment currently being supported and supplied through Motorola Solutions Inc. The importance of proper installation and on site response is a requirement. In the event that technical services are needed during installation, on-site response and repair are critical in keeping emergency communications to and from our dispatch center available.

This contract is for the acquisition, integration, installation, and maintenance of two (2) MCC7500 dispatch consoles manufactured by Motorola, and related hardware, software, and installation services. The equipment must be from Motorola to be interoperable with the existing land mobile radio network on Yokota AB, which uses Motorola equipment and encryption.

Motorola does not share its intellectual property with regard to encryption. The communications must be encrypted to the extent practicable, and no contractor other than Motorola or an authorized supplier of Motorola products can sell the equipment necessary. Ancillary parts may not have any proprietary requirement, but the Air Force's requirement is for a complete system that is interoperable with existing MCC 7500.

Regarding duplication cost not expected to be recovered: using anything other than Motorola equipment would require modification to the Zone Controller, as well as upgrading all sites and consoles that could cost up to $50M. In addition, such modification would cause a significant delay in service, in return affecting mission for military installations throughout Japan. Motorola has been maintaining the J2LMR network at a level that has met or exceeded U.S Government standards since 2008, therefore this acquisition is for a continued performance of a highly specialized service.

Section D: Efforts to Obtain Competition

A sources sought was posted to FBO on 15 June 2020 under FA520920U0028. No vendors responded expressing interest in this

Motorola Solutions emailed 374 CONS and stated that this project requires specialized on-site services from the local Motorola Japan staff, and added that Motorola generally does not train its resellers to perform services required.

Therefore, 374 CONS determined that Motorola Solutions Inc. is the only vendor that satisfies this requirement for 374 Security Forces.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

No alternatives have been found at this moment, the required items must be compatible with existing systems and performance location is Yokota AB Japan, only Motorola Parts can be used. Until the Air Force changes the entire infrastructure at significant cost, the Motorola brand will remain as the only type of equipment that can fulfill this requirement due to the proprietary nature of the equipment and supporting software. The only solution to gain competition will be through other companies that are authorized Motorola re-sellers that bid on these requirements.
