Section C: Justification for Soliciting from a Single Source or Brand Name
The F-22 CTF Aircraft Simulation Lab specifically requires that the new projection system integrate into the current Simulations Lab configuration. Treality projectors are currently being used, and going with a different manufacturer would mean a complete reconfiguration of the lab. Reconfiguration of the lab would be costly to the government. Treality is considered cutting edge and offers the most realistic projections on the market, meaning a high quality of training value for pilots through realistic simulations. Procuring Treality brand will ensure compatibility, performance, easy integration and maintenance to existing systems which is most advantageous to the government.
Section D: Efforts to Obtain Competition
Due to the extremely specific technologies requirements of the Simulations Lab, there is no expectation of being able to meet this requirement by purchasing from a third-party reseller. Market research did not identify any other company(s) that can provide your required product without a reconfiguration of the lab.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Market research will be conducted for future requirements to determine if other vendors are able to fulfill the requirement.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
