Single Source Justification (Simplified Acquisition)

April 2021 Page 1 of 1April 2021 Page 1 of 1

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 1st Special Operations Contracting Squadron, Hurlburt Field, FL

Project/Program Name: Electronic Latch Tester Calibration

Purchase Request / Local ID Number: F2F2131190A001

Estimated Contract Cost (including Options): $8,076.33

Section B: Description of the Supplies/Services Required

Three (3) right-hand (RH) Electronic Latch Testers (NSN 4920-01-391-7047, P/N 51500-100) require calibration in order to perform their function of accurately testing the RH detent latch assembly (P/N 14711-200) on the C-130H cargo handling system IAW T.O. 13C10-4-1. They need to be evaluated for proper functionality and calibrated to the necessary specification.

Section C: Justification for Soliciting from a Single Source or Brand Name

Telair U.S. LLC (DBA Telair U.S. Cargo Systems) is the proprietary owner of the technical data for the Electronic Latch Tester (NSN 4920-01-391-7047, P/N 51500-100). Because their technical data is proprietary, they are the sole source provider for the part and calibration of the part. They are the only responsible source for meeting the governments needs.

Section D: Efforts to Obtain Competition

Market research has not identified any other source that can calibrate the Electronic Latch Testers. Multiple vendors were contacted about the calibration service and the vendors explained that the item must be calibrated by the manufacturer and they could not provide the service.

A Sought Notice was posted to the GPE on 27 July 2021 in effort to see if there are any other responsible sources who can provide this service to the government. Zero responses were received.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Telair U.S. Cargo Systems is the only suitable source capable of providing the calibration to effectively service the Electronic Latch Tester. They own the technical data rights for the Electronic Latch Tester. For this reason, it is not anticipated that the sole source need can be removed for future procurements. Future procurements will be coordinated through the SPO office.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
