About this file

This is a Determination & Findings document authorizing a sole source procurement action for an Air Force contract.

The contracting activity AFTC/PZIOA-A is procuring an upgrade to Access Control Systems in two Sensitive Compartmented Information Facilities (SCIFs) for $52,334.00. The upgrade will update security standards and increase compatibility with other AFSOC facilities while maximizing use of existing components. The specific changes include software updates, proximity card bit rate modifications, and main panel electronics replacement. The justification for sole source procurement is based on the finding that procurement of a different Access Control System would result in incompatible electronics and hardware, which would degrade cross-facility access and security posture across the two installations. The contracting officer determined that only one source is reasonably capable of providing the required products and services that maintain system compatibility. TSgt Edgardo Villalobos Martes, the Contracting Officer, signed and approved this determination on June 1, 2026, under the authority of RFO 13.101(b) for noncommercial products and services.
