About this file
This Single Source Justification document details a sole-source procurement by the 673rd Contracting Squadron (CONS) at Joint Base Elmendorf-Richardson (JBER), Alaska. The contract is for acquiring Reusable Energy Absorbent Layers (REAL) and Reusable Skid Boards (RUSB) to enhance Container Delivery System (CDS) airdrop operations for the 773rd Logistics Readiness Squadron. The estimated contract value is $119,825.80, with procurement limited to a single vendor as authorized by the USAF Aerial Delivery manager through guidance issued on 10 January and 29 March 2024.
The justification emphasizes that no alternative sources were identified, and the USAF Aerial Delivery manager confirmed these specific REAL and RUSB systems are the only ones rigorously tested and approved for procurement. The contracting officer determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available. The document outlines plans for future competitive procurement through proactive market research and industry engagement, with responses to this notice due by 20 March 2025 at 4:00 PM AKST to the contracting officer, Hannah N. Tolbert.
